About this file
This is a proposal submission document from Ayres Associates Inc. in response to RFP #8914-0-2020-BG issued by the City of Madison Engineering Division for environmental consulting services. The City seeks qualified environmental consulting firms to provide environmental site assessment services on an as-needed basis for properties owned or being considered for purchase by the City or within rights of way during construction activities. Rather than a specific scope of work, this umbrella contract will be task-ordered, with individual City departments defining the scope of services and requesting site-specific work plans and cost estimates with not-to-exceed dollar amounts prior to initiating on-site activities. Ayres submitted its proposal on February 12, 2020, and acknowledged receipt of two addenda issued on February 3 and February 12, 2020. The proposal includes completed required forms, qualifications documentation, technical experience, and references demonstrating the firm's environmental consulting capabilities across multiple project phases.
Ayres Associates Inc., a Wisconsin-based employee-owned firm with 60 years in business and approximately 300 employees across 11 offices in four states, proposes to provide services from its Madison office staffed by 41 environmental and redevelopment professionals. The firm's proposed team includes Ben Peotter, PE, as Project Director and QA/QC manager, and Keely Campbell, PG, as Project Manager, supported by hydrogeologists, geologists, and technicians with specialized expertise in Phase I and II environmental site assessments, remediation planning, brownfield redevelopment, and grant administration. Ayres identified Wisconsin-certified subcontractors including GESTRA Engineering (MBE-certified drilling services) and CT Laboratories (WBE-certified laboratory analysis), demonstrating commitment to minority and women-owned business participation. The proposal references five completed projects in Wisconsin municipalities including the Village of Waunakee, City of Prairie du Chien, and City of Marinette, with contract values ranging from $200,000 to $650,000. Professional liability insurance with claims-made coverage was provided with limits of $5,000,000 per claim and $10,000,000 aggregate as evidence of insurance capability.

Re: Environmental Consulting Services | RFP # 8914-0-2020-BG
Dear Selection Committee Members:
Madison’s history and heritage captures the imagination of visionaries. Ayres is eager to have the opportunity to work with you to generate momentum to move the City’s environmental projects forward, in service of strengthening our community as a whole.
The broad and innovative thinking behind a successful environmental program requires a team that’s comfortable with an approach that considers more than just the project at hand. You need a partner who appreciates how Madison works and can dovetail the City’s broader needs with project initiatives to leverage widespread impacts. You need a partner who not only understands environmental science but also can think Beyond the Brownfield (or ERP site, or redevelopment candidate). Ayres is that partner!
Our experience managing environmental assessment and revitalization efforts nationwide means we know what it takes to transform a property from a liability into a pearl of the community. Our years of municipal experience here in the Midwest have given us firsthand knowledge of the development barriers communities face, while honing our abilities to help the City of Madison in removing those barriers. When we are done, you will have more than a box of project reports to review; your communities will also have building permits, development agreements, and site plans in front of them.
For us, thinking Beyond the Brownfield means we’re aligning project activities so they bolster broader initiatives.
We’re wired to think about your goals first so we can meet the City’s aspirations with the funding you have available. Ultimately, this means leveraging the funds to advance your overall program for success. We think you’ll agree that our holistic approach to environmental projects means that hiring Ayres is the choice that’s in the best interest of the City.
Our people make this possible. The Ayres approach brings you a team of experts in executing environmental studies, formulating cleanup strategies, and implementing remediation efforts as well as urban planning experts to help seamlessly link together your community development initiatives. We’ve marshaled an outstanding group of professionals who will help to ensure your ultimate vision as we implement environmental strategic initiatives in your community. Our revitalization experts, public engagement pros, and visionary planners will make sure our superior environmental scientists are framing their deliverables to anticipate and support investment in the community.
The Ayres team has the ability to help establish a solid planning future on which your vision for tomorrow can be built. While the following pages will undoubtedly demonstrate that Ayres can help you deliver on the technical science behind your environmental projects over the contract period, the primary driver of delivering a more thriving community tomorrow is what makes us stand out from the crowd. We’re creating a foundation for lasting change that will improve the City of Madison long beyond the last assessment and cleanup project.
We are confident that we can successfully provide all required services, and we are eager to expand our relationship with the City of Madison by working with you. Thank you for considering the Ayres team.
Sincerely, Ayres Associates Inc

CT Laboratories LLC has been in business since 1987. It is located in the heart of the Baraboo Bluffs in Baraboo and is a locally owned full-service laboratory.
CT Laboratories can analyze for volatiles, semi-volatiles, pesticides, PCBs, metals, and classical chemistry. It performs analyses most small laboratories don’t, such as explosives, volatile fatty acids, dissolved gases, and physical parameters. CT Laboratories has an in-house biological laboratory offering soil and water bacterial enumeration and drinking water coliform testing. It performs these tests on everything from clean drinking water samples to leachate, soil samples to wood-blocks, sediments to concrete cores, and oil to paint chips. CT understands that communication is the key to a successful project. Its clients are assigned a specific project manager to take care of their needs from initial project scoping and assistance with QAPP generation to fulfilling bottle requests and verifying sample receipt through addressing technical issues and final report generation.
Quality is not a given or an afterthought at CT Laboratories. Its quality assurance program is designed to ensure legally defensible data. From numerous performance evaluation studies, NELAP and other individual state audits, as well as its in-house program, CT Laboratories continually monitors its quality to ensure clients get the best results possible.
CT is a Wisconsin-certified WBE, DoD ELAP accredited, and maintains national accreditation through multiple NELAP certifications. It holds state certifications in several of the country’s most stringent programs.

AYRES | ENVIRONMENTAL CONSULTING SERVICES | CITY OF MADISON 23
Ayres has conducted thousands of Phase I environmental site assessments (ESAs) and hundreds of Phase II ESAs. Our environmental consulting services range from initial project visioning, planning, and due diligence to project implementation services that include brownfield site identification and prioritization, project resource procurement, brownfield redevelopment grant administration, community outreach and stakeholder involvement, oversight of remediation, construction, and development activities, and assistance with developer recruitment.
Ayres’ portfolio covers the entire spectrum of site conditions ranging from mildly contaminated grayfields to brownfield redevelopment areas that include multiple sites with multiple owners; Resource Conservation and Recovery Act/Comprehensive Environmental Response, Compensation, and Liability Act sites; and reclaimed landfills. Our experience and success in conducting site investigations and remedial action planning is evidenced by the number of projects we have completed for public sector municipalities, responsible parties, and brownfield developers.
We understand how City governments work and make decisions. Committees and boards need honest, streamlined information so they can use the facts to make informed decisions regarding environmental and redevelopment projects. The strength of our team lies in the vast amount of experience our scientists, engineers, architects, and planners have in guiding municipal clients through the financial, liability, and site access issues that arise during these projects.
In addition, Ayres frequently works with the Wisconsin Department of Transportation, usually conducting environmental work on five to 10 corridor projects per year throughout the state. We are very familiar with the FDM Chapter 21 requirements, protocol, and procedures on environmental sampling and reporting.
As a team member, we see the bigger picture on future redevelopment and end goals, and thus know how to best navigate the process to help you get there. We aren’t just a commodity provider, and that’s what sets us apart from others. We thoroughly understand the process, are experienced at assisting with public involvement, and are able to efficiently provide project deliverables to meet your schedule.
The projects and marketing materials featured on the following pages demonstrate Ayres’ capability, experience, and qualifications regarding all aspects of ESAs and remediation.
