About this file
This is a cost proposal submission from The Sigma Group, Inc. for environmental consulting services to the City of Madison, Wisconsin in response to RFP #8914-0-2020-BG. The proposal was submitted on February 14, 2020, and provides comprehensive pricing for environmental site assessment services including Phase I Environmental Site Assessments (ESAs), Phase II ESAs, hazardous materials assessments, and right-of-way construction oversight. The proposal includes detailed hourly rates for personnel ranging from $50 to $120 per hour, equipment rates for field and office use, and subcontractor drilling rates from partnered firms including GESTRA Engineering, On-Site Environmental Services, and laboratory analysis rates from CT Laboratories and Pace Analytical. Four example project budgets were provided as requested in Form D of the RFP, with costs ranging from $2,883.60 for a Phase I ESA of a 10,000 square foot industrial facility to $26,636.25 for a Phase II ESA involving seven soil borings, groundwater wells, and multiple sampling events. The grand total for all four example projects was $40,263.45.
The proposal demonstrates The Sigma Group's established team with key personnel including Kristin Kurzka (P.E., P.G.), Adam Roder (P.G., P.E.), and other qualified professionals with relevant experience on projects for the City of Milwaukee, Milwaukee County, Wisconsin Department of Natural Resources, and other municipal clients. Pricing terms maintain consistency through the contract duration with fixed hourly rates and equipment fees, and the proposal identifies opportunities for minority business enterprise (MBE) and women business enterprise (WBE) participation through subcontractor partnerships. The firm's subcontractor network includes environmental drilling specialists and certified laboratories, allowing flexible scaling of services based on project-specific needs. As an umbrella contract, the engagement structure allows the City to request site-specific work plans and cost estimates on an as-needed basis with "not to exceed" dollar amounts established prior to project initiation.
