About this file

This is a cost proposal submitted by Shannon & Wilson, Inc. to the City of Madison Purchasing Department in response to Request for Proposal #8914-0-2020-BG for Environmental Consulting Services. The proposal was submitted on February 12, 2020, with a deadline of February 14, 2020, at 2:00 PM CST. The City of Madison Engineering Department seeks environmental site assessment services on an as-needed basis for land owned or under consideration for purchase by the City, as well as for right-of-way activities during construction. The proposal includes pricing for four example scenarios: a Phase I Environmental Site Assessment (ESA) for a 10,000 square foot former industrial facility totaling $2,500.00; a Phase II ESA including soil and groundwater sampling, boring installation, and laboratory analysis totaling $17,625.75; a WisDOT Hazardous Materials Assessment for a 0.25-mile highway corridor totaling $3,828.25; and right-of-way construction oversight for a two-week project totaling $8,080.00. The grand total for all four example scenarios is $30,878.35. The proposal also includes an additional cost worksheet addendum for a sub-slab vapor assessment.

Shannon & Wilson's pricing is structured around detailed labor breakdowns by staff classification, equipment rental rates, and third-party laboratory fees. Staff hourly rates range from $75.00 for administrative personnel to $200.00 for vice presidents, with intermediate classifications such as Senior Associates ($185.00), Senior Professionals III ($140.00), and Professionals I ($80.00). Equipment rental rates are based on weekly pricing to account for shipping and mobilization costs. The proposal includes assumptions regarding database reviews, property owner interviews, site investigation report reviews, and sample collection requirements specific to each scenario. No pricing increases or additions are permitted without written agreement from both parties. This umbrella contract is designed to allow the City to request site-specific work plans and cost estimates from selected firms on an ongoing basis, with individual projects subject to "not to exceed dollar amounts" prior to initiation of on-site activities.

City of Madison-RFP 8914-2020-BG Environmental Consulting: Project Assumptions

WisDOT Haz Materials Assessment Assumptions

• Only one regulatory commercial database will be needed to complete the Assessment in the project ROW. In addition, a quarter-of-a-mile radius from the center of the corridor will be considered an appropriate distance for the environmental database review based on the simple cost model scenario provided by the City of Madison.

• City of Madison/Highway Design Firm/Utility Contractor will provide the corridor basemaps with current/proposed ROW boundaries as well as any property acquisition boundaries in a workable/usable GIS format to S&W in accordance with Wisconsin

Department of Transportation (WisDOT) Facilities Development Manual Chapter 21

Section 35 (FDM 21-35).

• Site dewatering (dewatering plans) are not considered as part of the simple cost model scenario provided by the City of Madison.

• S&W will have access to the WisDOT databases through a Sharepoint account provided by the City of Madison.

• For the sake of the simple cost model, S&W will review no more than one existing site investigation report file (LUST, ERP, or other remedial activity reports) per FDM 21-35.

• A review of subsurface reports for bridge structures in the immediate area will not be a consideration for the simple cost model scenario provided by the City of Madison.

• The extent of the interviews will be limited to 3 property owners for the sake of cost model scenario.

• For the sake of the simple cost model provided, copies of soil boring and monitoring well location maps, extent of soil and groundwater contamination maps, potentiometric surface maps, and data tables outlined in FDM 21-35 will be obtained for only one site along the corridor.

• Collection of environmental samples (soil, groundwater, sediment) is not part of the cost model for this Assessment.

• Supplemental information needed to further characterize the corridor in accordance with FDN 21-35 was not part of the simple cost model provided.

Equipment List Rates

• Rental equipment rates are based on a weekly rate. A weekly rate is used to account for equipment shipping and mobilization and are more cost effective than providing a daily rental rate.
