About this file
This is a Cost Proposal Form (Form D) submission for RFP #8914-0-2020-BG from Professional Environmental Engineers Inc in response to the City of Madison Engineering Division's request for environmental consulting services. The RFP seeks qualified environmental consulting firms to provide environmental site assessment services on an as-needed basis for properties owned or being considered for purchase by the City of Madison, as well as services in the right of way during construction activities. The specific scope of work is not predetermined; rather, City departments will define the scope and request site-specific work plans and cost estimates with not-to-exceed dollar amounts prior to initiating on-site activities. The proposal submission includes four example scenarios for pricing: Phase 1 Environmental Site Assessment for a 10,000 square foot former industrial facility; WisDOT Hazardous Material Assessment for a 0.25-mile stretch of county highway at the City's edge; Phase 2 ESA including seven borings to ten feet below ground surface, three borings to fifteen feet, installation and development of three groundwater wells, two rounds of groundwater sampling, soil sample collection and analysis, boring and well abandonment per NR 141, and report preparation for DNR review; and right of way construction oversight for a two-week project requiring onsite presence for contamination screening during utility excavation.
Professional Environmental Engineers Inc submitted a grand total cost of $37,378 for all four example scenarios combined. The firm's rate sheet includes labor categories ranging from Administrative I at $67.00 per hour to Project Manager at $125.00 per hour, with various scientist, engineer, and technician classifications at intermediate rates. Equipment and supply rates are itemized separately, including items such as EDR Standard Package at $380.00, vehicle rental at $75.00 daily, mileage at $0.575 per mile, and specialized equipment such as peristaltic pumps, GPS units, and hammers drills at daily or weekly rates. The cost proposal evaluation represents 30% of the total score, with qualifications and technical experience comprising 65% of the total evaluation criteria. The submission includes required forms covering vendor profile, references, receipt of forms checklist, and signature affidavit as part of the complete proposal package.
