4 EXPERIENCE

As a nationwide environmental engineering and consulting firm, RPS has a great deal of experience with Phase

1 and Phase 2 Environmental Site Assessments, remedial planning and implementation, hazardous materials assessments, and construction oversight. RPS is considered as one of the prime consultants in environmental due diligence. The sections below describe the general outline of activities included under each task.

4.1 Phase 1 ESA

RPS will conduct a Phase I ESAs for any identified properties. A Phase I ESA is the industry-accepted base level scope of work to evaluate the potential for environmental impacts from current and historical sources to a property. RPS’s ESAs are conducted in accordance with industry standards including the ASTM Standard

Practice for Environmental Site Assessments (E1527 13). The Phase I ESA includes a site inspection, interview with site representatives, review of available and obtainable historical information, agency interviews or file reviews as appropriate, and review of an environmental database search report. The Phase 1 ESA will identify any recognized environmental conditions (RECs) at the property. Additionally, if liability protection is required for the identified property, RPS will perform additional evaluation activities in accordance with the “All

Appropriate Inquiries” rule and/or bona fide prospective purchaser requirements.

RPS typically conducts an estimated 30 to 50 Phase 1 ESAs per month at sites across the nation. The properties range in size from less than 1 acre to over 200 acres, at residential, commercial, and industrial properties and at brownfield sites. The Phase 1 ESA experience compiled by RPS includes assessment at operating and former manufacturing facilities, single and multi-tenant commercial properties, residential properties, vacant lots, and properties proposed for residential redevelopment.

Previous Experience

RPS has performed hundreds of Phase I, Phase II, PCA and remediation projects at properties located in

Wisconsin since 1993. RPS is a premier provider of Phase I ESA for private equity, financial clients, and real estate developers. We are comfortable performing Phase I ESAs on transactions ranging from singe site to

100+ site portfolios located across North America. At the time that this RFP response was being prepared, RPS is currently conducting three (3) Phase 1 ESAs at plastic extrusion and injection molding facilities in

Baraboo. The facilities manufacture a wide variety of plastic products including medical tubing, sampling bags, swabs, hygiene and cosmetic tubing/containers, tape cores, utility piping, and bait traps for household pests.

The Company was not identified in the databases reviewed. A UST was closed/removed in 2000 in connection with one property and no associated release incident was identified. RPS has determined that it is unlikely that current operations would contribute to existing impacts if any are present.

4.2 Hazardous Materials Assessment

Upon request, RPS will perform hazardous materials assessments at identified properties. The assessment will enable the City of Madison to determine the quantity and types of universal wastes (e.g., fluorescent light bulbs, light ballasts, mercury switches, compressed gases, etc.), other wastes (e.g., chemicals, paints, oils), rpsgroup.com asbestos-containing materials (ACMs), lead-based paints, hydraulic systems, and other building equipment to be removed from the site.

During assessments, RPS will complete an inventory of all on-site oils, chemicals, and machinery within a building in order to facilitate equipment decommissioning and removal and packaging of chemicals for transfer recycling and/or disposal. RPS will subsequently provide the City of Madison with the requirements for the moving, draining and cleaning of the equipment and the transport of chemicals. RPS will also evaluate all materials for potential beneficial use in accordance with Wisconsin Administrative Code (WAC) Chapter NR

538. Additionally, the initial inspection of the site will enable RPS to identify any issues that may be associated with the demolition and/or redevelopment of the site.

If necessary, RPS can retain a contractor to conduct a ground penetrating radar (GPR) survey locations with suspected underground storage tanks or utility systems. A GPR survey may be recommended to explore for other anomalies that may represent other tanks or buried structures that could potentially affect demolition practices and redevelopment activities.

Upon request, RPS can work with contractors to obtain bids for the decommissioning, removal, and/or disposal of the inventoried materials. After receiving the selected contractor bids, RPS will evaluate each bid to determine the best contractor and made a recommendation to the City of Madison. RPS can also prepare a site demolition specification to provide building demolition and redevelopment general contractors with information on the quantities and location of asbestos, universal waste, other wastes, and soil impacts. This information can be used to make the bidding processes more accurate and timelier. RPS can also assist in a site walkthrough with demolition contractors to obtain bids for the demolition and decommissioning of the building.

As part of the assessment, RPS can provide oversight of the cleaning, draining, and rinsing of re-usable equipment and ensure that equipment and chemicals are properly labeled and transported from the site. RPS can also provide oversight during building decontamination to ensure the contractors perform the work in accordance with specifications and applicable regulatory requirements.

RPS typically conducts 2 to 3 hazardous materials assessments per month at facilities across the nation.

Buildings range in size from less than 10,000 square feet to over 150,000 square feet.

Previous Experience

RPS commonly provides hazardous building assessments for clients across the country. We commonly perform these for industrial clients are considering a consolidation of their portfolio of properties, and they are interested in the costs to properly position the building/property for sale. The hazardous materials survey commonly evaluate, asbestos containing materials (ACMs), mercury-containing equipment, PCB-containing equipment (light ballasts, transformers, etc.), sodium-vapor and mercury-vapor lights, florescent light bulbs, maintenance chemicals, off-spec products, and hazardous and special wastes.

At the time of the preparation of the RPS Response, RPS is currently completing a hazardous materials assessment and ACM abatement project associated with the sale of a television station in Chicago, Illinois.

The assessment identified ACMs throughout the building and also identified numerous hazardous materials rpsgroup.com that require proper disposal. The assessment also included the evaluation of soil results and determination of suitability for reuse in a planned parking lot expansion at the site.

4.3 Phase 2 ESA

RPS will conducts a Phase 2 ESAs to identify, characterize, and delineate potential impacts; as well as to evaluate potential environmental liabilities and remediation costs at identified sites. For projects performed in

Wisconsin, our The Phase II ESAs are investigation will be conducted in accordance with the requirements of

WAC Chapters NR 100-199, 300-399, and 700-799140, the WDNR Remediation & Redevelopment Program, and ASTM methodology.

Prior to conducting an investigation, RPS will prepare a site-specific Health and Safety Plan. If requested by the Engineering Division, RPS can also provide a Sample and Analysis Plan. These plans will be prepared in accordance with WDNR requirements. Additionally, if requested, RPS can proceed with additional activities

(including remediation) under the Spills Law or the Voluntary Party Liability Exemption (Wisconsin Statutes

Chapter 292) to obtain a certificate of completion from WDNR.

Prior to conducting Phase II investigation activities, RPS will review the locations of underground utilities in the proposed investigation area. Additionally, the Diggers Hotline, Inc. utility locating service will be contacted to have utilities in the area marked. A non-invasive survey of the proposed boring locations will also be conducted prior to drilling to determine whether underground utility lines and/or underground structures are present in the vicinity of the proposed boring locations. RPS will advance soil borings/temporary monitoring wells at select locations at the investigation site. The number of soil borings and temporary monitoring wells will vary between sites. The data collected during the investigation activities will be used to evaluate the potential magnitude and extent of impacts at the Site and plan future investigations (if warranted).

Soil samples from all borings will be continuously collected and each soil interval will be field screened for volatile organic compound (VOC) vapors. Soil samples shall be collected from a depth interval that exhibits one or more of the following conditions: (a) evidence of potential impact; (b) is conducive to transport of potential impacts; (c) is from the soil interval immediately above the shallow water table; or (d) from shallow soil to characterize potential near-surface impacts. Soil samples collected from the borings completed at the Sites may be selectively analyzed for VOCs, semi-volatile organic compounds/polynuclear aromatic hydrocarbons

(SVOCs/PNAs), pesticides, herbicides, and total Resource Conservation and Recovery Act (RCRA). The samples will be transported to a WDNR accredited analytical laboratory under standard chain-of-custody protocol. All soil sample analyses will be performed in accordance with USEPA methodology.

If groundwater is encountered (as anticipated), RPS will extend borings by a sufficient distance (approximately

5 feet) into groundwater and complete the boring as a temporary monitoring well. The well screens will be placed in the borings to intercept the water table and enable the collection of groundwater samples. Upon completion, each new well will be developed to remove drilling sediments and fines. RPS will analyze groundwater samples from each of the monitoring wells for VOCs, SVOCs/PNAs, pesticides, herbicides, and total RCRA metals. The samples will be transported to a WDNR accredited analytical laboratory under standard chain-of-custody protocol. All sample analyses will be performed in accordance with USEPA methodology.

Sub-slab vapor or exterior soil gas samples may be collected to further characterize potential impacts at a site.

Sub-slab vapor and exterior soil gas samples would be obtained using methodology in accordance with rpsgroup.com

Addressing Vapor Intrusion at Remediation & Redevelopment Sites in Wisconsin (WDNR January 2018) and would be analyzed for VOCs at a WDNR accredited laboratory.

Additional activities that may be incorporated into Phase 2 ESA investigations include installation and monitoring of permanent groundwater wells, hydraulic conductivity testing, and sediment/surface water sampling.

Upon completion of the investigation activities, each soil boring will be backfilled with drilling spoils, grout and/or bentonite. The surface at each boring and sub-slab soil gas point will then be restored to its original condition, to the extent possible.

Following completion of the field investigation, RPS will prepare a report documenting the field activities and findings. The analytical results will be compared to the following standards:

• Soil cleanup standards, as promulgated in WAC Chapter NR 720;

• Groundwater cleanup standards, as promulgated in WAC Chapter NR 140; and

• Vapor risk screening levels, as promulgated on the WDNR WI Vapor Quick Look-Up Table.

These comparisons will be performed as an initial evaluation of the investigation data. The report will describe the methods and results of the Phase 2 investigation and may include recommendations for additional activities

(as warranted). The report will include sample location plans, tables summarizing the analytical data relative to cleanup standards/screening levels, copies of boring/well logs, and copies of the laboratory reports.

Based on the findings of the Phase 2 ESA, RPS will assist the City of Madison to determine whether additional activities including, but not limited to, delineation investigations, remediation, and cleanup program enrollment.

As a nationwide environmental engineering and consulting firm, RPS typically conducts 50 to 100 Phase 2

ESAs per year at properties across the nation. The properties range in size from less than 1 acre to multiple, contiguous properties covering more than 100 acres. The Phase 2 ESAs typically include soil, groundwater, and soil gas sampling.

Previous Experience

As previously stated, RPS has performed hundreds of environmental assessments in the State of Wisconsin since 1993. St the time of the preparation of this RFP Response, RPS has completed over 20 Phase II ESA projects in Wisconsin in recent years. RPS is currently involved in the ongoing investigation and remediation of a property in Saukville, Wisconsin. RPS has performed soil and groundwater sampling at and around a former industrial site to investigate and delineate chlorinated solvent volatile organic compound (VOC) impacts.

Two (2) source areas (the former privy and former degreaser areas) were identified at the facility. Delineation of the VOC impacts was largely completed in 2015. WDNR also requested limited additional investigation of the soil west of the degreaser area, and the intermediate bedrock groundwater in both the privy and degreaser areas. RPS has submitted a Work Plan for the WDNR-requested activities and is finalizing the plan with the

State.

Other recent projects in Wisconsin included a vapor exposure pathway investigation with the installation and sampling of ten (10) sub-slab soil gas sample points at a property in Delavan. The investigation did not identify any analytes at concentrations exceeding applicable screening levels.

rpsgroup.com

4.4 Remediation

If requested or warranted, RPS can, at the completion of investigation activities, prepare a Remedial Action

Plan (RAP) to evaluate, identify, and/or develop the following:

• Site-specific cleanup standards to ensure that human health and the environment are protected;

• Actions to mitigate and/or preclude potential exposures to the identified impacts; and

• Soil management strategies to maximize the beneficial reuse of soils on-site (to the extent possible).

The RAP may include, but is not limited to, the use of site-specific cleanup standards/screening levels, active remedial technologies, and/or the implementation of continuing obligations. The remedial design developed by

RPS may incorporate the use of building foundations, roadways/walkways, stormwater control areas, and landscaping. The remedial design proposed by RPS will be consistent with the requirements of WAC Chapter

NR 724 to preclude/mitigate the exposure of site users to the identified impacts. If necessary, the remedial design shall include the specifications for a confirmatory or post-remediation sampling program at the Site. As part of the remedial design, RPS may also prepare bid documents and specifications for the use by the City of

Madison Engineering Division. Additionally, potential vapor intrusion may be mitigated using measures and methods promulgated in Addressing Vapor Intrusion at Remediation & Redevelopment Sites in Wisconsin

(WDNR January 2018).

Upon approval of the remedial design, RPS will implement remedial action at the identified site. RPS and its remediation contractors will ensure that the site remediation is performed in accordance with all applicable local, state, and federal regulations. If possible, remediation activities will be performed prior to the start of planned construction activities. Some remediation activities may not be able to be completed prior to proposed construction, but would be incorporated into the construction tasks planned for the site. This ensures that the remediation activities are completed prior to or concurrent with any proposed construction and do not delay the re-use of the site at the earliest possible date.

Any soils removed from the identified site would be transported to and disposed at permitted disposal or recycling facilities. Backfill materials/soils proposed for use in cut and fill operations will be approved by RPS based on analytical results, prior to importation to the identified site to ensure that the backfill is consistent with the requirements of State law and does not present a potential exposure threat to users of the Site.

RPS will perform oversight of all remediation tasks at the identified site to manage/supervise remediation activities and contractors.

Upon completion of remedial activities, RPS will prepare a Remedial Action Completion Report (RACR) that describes the remedial activities completed at the site, along with any closure or post-remediation sampling results or plans, and identify any continuing obligations. The RACR will include documentation of the remedial activities performed and the measures implemented at the site to preclude potential exposures, laboratory analytical reports, and site plans illustrating the location(s) of remedial activities and continuing obligation requirements.

RPS typically performs and manages up to 5 remediation projects per month at sites across the nation.

Remedial activities performed include soil excavation and disposal, injection of remedial agents (including rpsgroup.com microbial and chemical) into impacted subsurface media, design and installation of sub-slab depressurization systems (for vapor intrusion mitigation), site-specific modeling, and human health risk assessment evaluations.

Previous Experience

RPS is currently performing environmental remediation activities at several industrial locations. Current remedial measures being performed by RPS include:

• Injection of microbial population and nutrients into subsurface;

• Excavation of impacted soil with chemical mixing and subsurface injection of chemical oxidant; and

• Installation of sub-slab depressurization (SSD) system to mitigate potential vapor intrusion.

RPS has performed two (2) rounds of microbial inoculum and nutrient injections at an industrial facility in

Pennsylvania to remediate chlorinated solvent impacts present in groundwater. RPS obtained underground injection control (UIC) permits to enable the injections to be performed. The injections were performed in hot spot areas identified at the site and create an anaerobic groundwater environment which can effectively remediate the solvent impacts. The remedial injections have reduced the overall chlorinated solvent levels in groundwater by approximately 90%. Groundwater monitoring and modeling is being performed to evaluate the effectiveness of the remediation and satisfy requirements of the Pennsylvania Land Recycling Program.

At an industrial facility in Utah, RPS enrolled the site into the State Voluntary Cleanup Program and has been performing remedial activities to address chlorinated solvent impacts to the subsurface. Shallow soil in areas that are accessible by construction/excavation equipment have been removed and treated (ex-situ) with hydrogen peroxide and sodium persulfate. Shallow soils in accessible areas and deeper soils have been treated in-situ by injecting a solution of hydrogen peroxide and sodium persulfate. The hydrogen peroxide provides an immediate oxidation of chlorinated solvent compounds while the hydrogen persulfate adds a longer-lasting oxidant to continue the remediation of the solvents over time.

RPS has installed six SSD systems in the last three years. RPS is installing a SSD system at an industrial facility in suburban Chicago. The SSD system will mitigate chlorinated solvent impacts present in vapors within the sub-slab zone. The SSD system is required to address the impacts and enable the site to be closed in accordance with the Site Remediation Program.

4.5 Construction Oversight

Upon request from the City of Madison, RPS will perform construction oversight activities at identified sites.

During oversight, RPS personnel will be present at the site to identify known impacted subsurface locations, screens soils for known and/or suspected impacts, and, if warranted, collect samples for laboratory analysis from suspected or previously unknown areas of impact. Additionally, upon request, RPS shall assist the

Engineering Division in obtaining any necessary permits for soil excavation (i.e., within Wisconsin Department of Transportation rights-of-way) or treatment and/or disposal of impacted groundwater from the construction site.

RPS will utilize previous environmental data and reports to identify locations of known or suspected subsurface impacts prior to performing oversight activities. Field screening of soils and other materials shall be performed rpsgroup.com using a photoionization detector or comparable field instrument. Soils and materials that show evidence of significant impacts will be segregated, temporarily staged on plastic sheeting or containerized. Materials exhibiting evidence of potential impact may be sampled for characterization. Upon receipt of analytical results for the samples, RPS will recommend appropriate method of handling and/or disposal of the materials. If laboratory analysis indicates the presence of contamination that would cause the waste to be characterized as hazardous, the waste must be managed in accordance with federal, state, and local requirements for procedure for transport, treatment, and/or disposal of hazardous waste.

If soils and materials do not exhibit, visual, olfactory, or other evidence of contamination, the materials can be reused at the site or stockpiled for appropriate disposal.

Groundwater will also be field screened and properly containerized if it exhibits visual, olfactory, or other evidence of contamination. If no evidence of contamination is present, a dewatering permit, if necessary, will be obtained and the water would be disposed of into a storm sewer system or drainage ditch on site in accordance with the City of Madison Engineering Division discharge requirements.

RPS is typically involved with construction oversight at up to 10 project sites per year at locations across the nation. RPS construction oversight typically includes dewatering permits, wastewater pre-treatment system design. Installation and operation, identification of impacted soil locations, screening of soils for potential reuse or disposal, and the segregation of impacted soils (depending on type of impact), dust and odor controls, construction safety oversight, and clean soils. Additionally, RPS has performed USEPA radiation screening (for thorium) at numerous locations in the Chicago area.

Previous Experience

RPS has performed environmental oversight at over 50 sites across the nation since 1993.

Currently, RPS is conducting oversight at a former broadcasting facility in Chicago. Soil impacts have been identified in a former parking lot area. The impacted soils are being excavated as part of the redevelopment construction activities. RPS personnel are conducting oversight and screening soils during excavation.

Impacted soils are segregated for future off-site disposal.

RPS is also conducting construction oversight within an area of Chicago that was historically created by fill placed along the shore of Lake Michigan. The fill materials present in this area are potentially impacted by thorium related to ore waste or mine tailings. The U.S. Environmental Protection Agency (USEPA) requires that construction within this area be performed in accordance with USEPA-approved work plans and that the construction be supervised by appropriate environmental personnel. The results of the excavation/construction activities must be reported to USEPA. RPS has prepared work plans for these activities. Subsequently, RPS personnel and health physicists monitor the fill soils during excavation. The monitoring is continued until native soils are encountered. Impacted soils are segregated and packaged in “Super-Saks” for transport and disposal at a designated facility in Texas.
