EXECUTIVE SUMMARY
RELEVANT
Professional Environmental Engineers, Inc. (PE) has been an integral part of the strategic planning process for municipal clients throughout the existence of the company. By understanding client/stakeholder objectives, factors that control project decisions, regulatory requirements, technical conditions, and available cleanup options, PE has helped turn difficult scenarios/situations into successful projects. We have investigated numerous sites contaminated with petroleum hydrocarbons (gasoline, diesel and jet fuel, heating oil, waste oil, hydraulic fluids, and kerosene), chlorinated solvents (including TCE and PCE), methyl tert‐butyl ether (MTBE), other volatile and semi‐volatile organic compounds (VOCs/SVOCs), polynuclear aromatic hydrocarbons (PAHs), heavy metals, polychlorinated biphenyls (PCBs), herbicides and pesticides, dioxins/furans, asbestos, lead‐based paint, mold, and even pigeon droppings. These analyses have included (where applicable) the identification and screening of potential treatment technologies, assembling technologies into alternatives, preparation of preliminary cost and schedule estimates, and evaluation/comparison of alternatives (for performance, long‐ and short‐term effectiveness, implementability, cost, and state/community acceptance).
Over the past 20 years, PE has performed hundreds of environmental engineering projects comprising environmental audits, Phase I and Phase II environmental site assessments, UST management projects, NEPA assessments, SWPPP and SPCC plan updates, wetland delineations / permitting and restoration, vapor encroachment assessments, hazardous materials assessments, and remediation support for many clients all over the Upper Midwest, including environmental engineering consulting services for units of government and other large landholders. III. Experience with Remediation Support and Implementing Remediation Activities
The basic stages of a remedial design include review of assessment details, strategic planning, feasibility studies, cost estimating and analysis, and preparation of a work plan and/or plans and specifications. The PE Team provides all of these services and has prepared numerous remedial action work plans (RAWPs) for the municipalities, state regulatory agencies, the USACE, and the US EPA. The majority of RAWPs submitted by PE to state agencies are primarily for risk‐based cleanup regulated through the state UST/LUST programs, through the state Brownfields Program, or through the federal Brownfields or Superfund program. PE has provided RAWPs and remediation specifications for numerous brownfield sites over the last 20 years within the Midwest. These designs include specifications for demolition, clearing and grubbing, mold/asbestos/LBP abatement, structural decontamination (for PCBs, mercury, and other miscellaneous spills), UST removals, brick/rock/concrete recycling (sorting, crushing, & sizing for re‐use as fill material), HHW removal and disposal, soil excavation/transportation /disposal, backfilling and compaction, grading, storm‐water/runoff control, site security/fencing, de‐watering, groundwater remediation, and waste disposal. PE has used the applicable regulatory criteria on numerous hazardous waste sites and has a thorough understanding of the guidance document for this process.
PE has prepared remedial action plans and bid packages (including specifications) for numerous brownfield clients, including the City of St. Louis, the East St Louis School District, and MBS.
Plans and specifications have been prepared by PE for numerous tasks, including general work conditions, fencing and site security, decommissioning of utilities, building and equipment decontamination, asbestos and LBP abatement, household hazardous waste removal, structure demolition, UST removals, free product recovery, soil excavation and disposal, backfilling and grading, site restoration, and other miscellaneous tasks. In addition to preparing bid packages, PE has prepared engineer estimates, conducted bid/job walks, provided written answers to contractor questions, and assisted with contractor bid evaluations.
IV. Example Projects (within the last 3 years)
Project No. 1: West Haven, United States Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS), Phase I/Phase II Environmental Site Assessments PE was contracted by the USDA – NRCS to perform an environmental assessment of select property. Specifically, PE prepared 20 Phase I ESAs encompassing a total of 32 parcels at various sites in West Haven, Connecticut on behalf of the USDA ‐ NRCS, as preparation for entry of the sites into the Emergency Watershed Protection Floodplain Easement Program. PE reviewed multiple historic and regulatory sources, including previous reports provided to PE by the User (NRCS) and owners (City of West Haven and Jimmies, Inc.) of the parcels. PE accomplished the workload by breaking the ESAs into four groups of five, which were completed in 40‐day intervals. Multiple RECs, including the presence of former waste disposal areas, buried solid waste, and suspect fill materials, were identified, and Phase II work plans are currently in production. PE conducted a massive Phase II effort at the sites to address the following Recognized Environmental Conditions:
Identify potential buried drums and/or underground storage tanks at the former Waste Treatment facility, and suspected solid waste dumping areas at the terminus of May Street and south of Blohm Street.
Identify potential buried drums and/or underground storage tanks at the former restaurant at 15 Beach Street and suspected solid waste dumping area between 15 Beach Street and 11 Third Avenue Extension.
Identify and characterize suspected contamination in soil, groundwater, surface water and sediments originating from the former Waste Treatment facility, solid waste dumping throughout the site, and/or historical usage of oil as a mosquito control device.
Identify and characterize suspected contamination in soil originating from imported fill.
Identify and characterize suspected hazardous materials (lead based paint and asbestos containing materials) inside the former restaurant at 15 Beach Street.
Prepare a Phase II ESA summarizing findings.
PE conducted field work (including brush clearing, geophysical surveying, trenching, drilling, hand‐augering, and soil, groundwater, sediment and surface water sampling) from June through August 2016. Specifically, PE drilled a total of 55 soil borings, collected a total of 110 soil samples (two per boring), installed and sampled a total of 20 temporary monitoring wells, collected 20 sediment and 20 surface water samples from Old Field Creek, and excavated and sampled soil from 24 trenches. PE submitted the Final Phase II ESA reports in December 2016 and presented the findings to NRCS and the City of West Haven in January 2017.

Project No. 2: Arlington Grove Brownfield Redevelopment, Phase I, Phase I, Hazardous Materials Surveys, and Phase III, McCormack Baron Salazar (MBS), St. Louis The Arlington Grove Redevelopment is an Enterprise Green Communities mixed–finance, mixed–income housing, mixed–use redevelopment project. PE provided environmental services to MBS at this site including soil and groundwater sampling, monitoring well installation, interpretation of analytical data and remedial design recommendations, Missouri Department of Natural Resources (MDNR) Tier 1 risk assessments, UST closure reporting, and asbestos and lead based paint surveys for the Missouri Brownfields/Voluntary Cleanup Program
(BVCP).
PE conducted a Phase I ESA and Phase II ESA, which included sampling of soil and buried debris in test pits, as well as soil and groundwater from borings and temporary piezometers. in order to characterize soil that would be removed and/or reused on site during redevelopment activities. The Phase II ESA revealed evidence of metals (lead and arsenic) and PAH (benzo(a)pyrene) contamination above state regulatory Default Target Levels (DTLs) in fill soil and buried debris. Native soils sampling and analytical results were all below the MDNR DTL’s.
PE managed the remediation of the impacted soils. PE also assisted MBS in the preparation of the application for the MDNR’s BVCP. PE served as liaison between MBS and the MDNR in the implementation of environmental investigation and remediation activities in order to move the site towards closure. PE also provided oversight for the removal of USTs and provided closure sampling and reporting. Additionally, during the Phase I and II ESA’s it was discovered that a former drycleaner had been present on the southeast portion of the property. PE prepared the necessary documents in order to enter the site in the Dry‐cleaning Environmental Response Trust (DERT) fund, which allowed for the reimbursement of environmental activities related to site cleanup. PE prepared several work plans, cost estimates, conducted soil sampling, groundwater monitoring, preparation of Tier 1 risk assessment and provided support to MBS for the submittal of reimbursement packages to the DERT fund. PE also prepared asbestos abatement specifications and conducted third party oversight for the asbestos abatement activities.
PE prepared a comprehensive Closeout Report that documented the results of all sampling and remediation activities that occurred on the BVCP portion of the property. PE also worked with MBS’s private consultant and legal counsel to develop an Environmental Covenant to be filed with the property deed.

Initially, PE was called out to a construction site when the drilling contractor encountered free product while drilling piers for the foundation for the multi‐level parking garage, referred to as the BJC East Parking Garage site. PE responded immediately by halting all drilling activities and performing a fast track Phase I ESA in conjunction with a Phase II ESA to evaluate levels of contaminants in the soil, groundwater, and free product. As identified in the Phase I, the subject property had previously been occupied with above‐ground fuel oil storage tanks. The Phase II ESA revealed the presence of free product and petroleum contamination in soil and groundwater. PE provided field screening of excavated soil, coordination of the removal of a 8,000 gallon UST, management of the on‐site storage of solid and liquid wastes, management of removal of solid and liquid wastes from site, and tracking of documentation of disposal of the solid special waste in conjunction with the subsurface construction work on this project. PE oversaw the disposal of approximately 36,000 tons of solid special waste and over 580,000 gallons of liquid waste throughout the construction activities.
In conjunction with these activities, PE performed environmental monitoring during the site earthwork activities. PE identified and documented action levels prior to the start of the activity and periodically monitored the ambient levels with respect to the action levels for the periods and durations specified by the onsite safety representative. PE monitored the following parameters: levels of VOCs in the ambient air, levels of oxygen in the ambient air (monitoring for oxygen‐rich or oxygen deficient conditions), and lower explosive levels. PE communicated to the client when the action levels for any of these parameters were approached, and immediately notified the client of any exceedances of the action levels so that the appropriate control measures could be taken. PE recorded meter readings in the field, and copies of the field notes were provided.
PE received a 4.8 out of 5 on the scorecard by the BJC Project Manager for this project.

Project No. 4: Remediation and Restoration of More’s Lake, City of Columbia, Missouri (2016‐ present) ($1.5M) BMcD is assisting the City of Columbia to remediate and restore More’s Lake, which is an inactive Coal Combustion Residual (CCR) impoundment into a proposed public park. In the late 1800’s, the More family constructed the Lake for farm and recreational purposes. The More’s Lake project is a special and unique opportunity because the Lake has the potential to be returned to its original recreational use. The park planning program also will consider terrestrial and aquatic habitat development. BMcD is working with regulators within the Missouri Department of Natural Resources and with City stakeholders to first remediate the site. Their project team developed final closure plans, conducted site sampling, addressed permitting requirements, and provided construction oversight for the closure. The next phase of the project will involve providing engineering design and complete the construction plans and specifications for the restoration phase of the project. The proposed project involves the restoration of the island that was originally a part of the lake. This work will require our staff to work closely with the City during the design process to expose the remaining two sides of the existing retaining wall that forms the island to evaluate the existing conditions and confirm the existing walls are stable. We will also assist the City to identify design options for a new pedestrian bridge and the remainder of the park.
