About this file

Summary

This is a technical proposal submitted by Stantec Consulting Services Inc. in response to an Environmental Consulting Services Request for Proposals (RFP #8914-0-2020-BG) issued by the City of Madison, Wisconsin Engineering Division. The proposal was submitted on February 14, 2020, and establishes an umbrella contract framework under which Stantec would provide environmental site assessment and remediation services on an as-needed basis for properties owned or considered for purchase by the City, as well as for sites in the right-of-way during construction activities. Services include Phase I and Phase II Environmental Site Assessments (ESAs), site investigations, remedial action planning, asbestos and lead-based paint assessments, underground and aboveground storage tank services, hazardous waste management, wetland and water resource services, and brownfield assessment grant program support. The proposal identifies Stantec's local presence through its Cottage Grove, Wisconsin office and demonstrates over 25 years of environmental consulting experience in Wisconsin, with involvement in over 25,000 environmental projects regionally and more than 6,000 Phase I ESAs completed nationwide.

Stantec's proposal emphasizes its expertise in brownfield redevelopment and grant administration, having assisted in securing and implementing over $27.5 million in EPA Community-Wide Assessment (CWA) grants across multiple states since 2015, with twelve grants awarded to Wisconsin recipients. Key personnel include Chris Hatfield, PG, as Project Manager; Lynelle Caine as Assistant Project Manager; and Erin Gross, PG, as Field Lead, supported by specialists in drycleaner remediation, PFAS contamination, health and safety, and GIS analysis. The proposal includes cost proposals for four example scenarios (Phase 1 ESA, WisDOT hazardous material assessment, Phase 2 ESA, and right-of-way construction oversight) and references from six Wisconsin communities and entities including Green Bay, Manitowoc, Neenah, Wausau, Sheboygan County, and Washington County, where Stantec has completed successful brownfield and environmental assessment projects valued between $300,000 and $2.4 million. The contract structure allows the City to request project-specific work plans and cost estimates with not-to-exceed dollar amounts prior to initiating on-site activities, with pricing to be determined on a project-by-project basis.

(RFP #8914-0-2020-BG)

City of Madison, Wisconsin

February 14, 2020

City of Madison, Purchasing Services City County Building, Room 407 210 Martin Luther King Jr. Blvd Madison, WI 53703

Reference: Providing the City of Madison, Wisconsin with Environmental Site Assessments and Remediation Services

Dear Review Committee:

At Stantec, we recognize you need an experienced consultant to deliver environmental site assessments, investigations, and remediation on land owned, being considered for purchase, or identified in the right-of-way during construction activities in the City of Madison.

Through hard work and thoughtful design, Stantec can help the City cost-effectively address environmental impacts and transform blighted sites bringing renewed social and economic vitality to Madison. This perspective, in conjunction with our deep bench of multi-disciplinary staff, is what drives our success. Stantec’s ability to support the City in multi-faceted ways from contamination, through assessment of land being considered for purchase, to the entire life cycle of a project, will serve as a tremendous benefit to you. We will be your collaborative partner to assist with site assessments and remediation activities. How can the Stantec team help?

• We are local. We deliver responsive service and timely communication. Stantec has had a presence in the Madison area since 1998 and we have performed hundreds of environmental projects in the Madison metropolitan area and many more throughout Wisconsin.

Our lead field staff is located in our Cottage Grove office and our experts are able to quickly mobilize on-site as needed.

• We consistently deliver a quality work product. Stantec brings a technical management perspective, from our project managers to our on-site field crew. We know the value of having working managers in the field versus only sitting in the office. Our professional field staff, combining their technical expertise, knowledge of the site, and experience completing similar past projects, allows us to effectively adapt our remediation approach accordingly. Stantec’s “take it and run with it” ability and dynamic work experience will result in future long-term success.

• Stantec brings a multi-disciplinary in-house team of experts to set the City up for long-term success. Unlike other consultants that focus only on assessment, when needed Stantec can bring a multi-disciplinary in-house team of environmental scientists, community planners and outreach specialists, engineers, health and safety experts, landscape architects and architects, construction managers, as well as historical/cultural preservation experts. We will leverage this expertise to spur economic development, emphasize sustainability, and increase the property tax base.

• We implement an internal Project Management and Health and Safety program. Stantec has comprehensive project management and health/safety programs that guide everything we do. While our team develops the practices, training, and tools to protect our people, at Stantec it's everyone's responsibility to proactively identify hazards, eliminate or control risks, and even stop work if warranted. Putting people first means that we empower our employees to help create a healthy and safe work environment. It's part of our culture.

We look forward to continuing a relationship with the City and are confident will use this opportunity to bring our proven site assessment, remediation, and redevelopment success to you and your community. If you have any questions, please don’t hesitate to contact us.

Sincerely, STANTEC CONSULTING SERVICES INC.

4 Stantec

Leveraging our in-house, multidisciplinary capabilities to best serve you Chris Hatfield and Lynelle Caine have extensive experience managing assessment and cleanup of impacted sites, including contamination extending into the street right-of-way from large brownfield redevelopment sites and smaller commercial properties such as dry cleaner facilities and gas stations. Our team has a broad range of experience relevant to designing and implementing effective and innovative remediation strategies. Chris and Lynelle also have significant experience assisting municipalities in obtaining and implementing grants from state-funded reimbursement programs, including the Wisconsin Department of Natural Resources (WDNR) and the Wisconsin Economic Development Corporation (WEDC) if the need arises.

The Stantec team includes experienced Wisconsin Professional Geologists (PGs), Project Management Professionals (PMPs), American Institute of Certified Planners (AICPs), environmental scientists, and grant experts who specialize in all facets of assessment, cleanup, ESAs, and redevelopment. Many of our team members also meet the definition of an environmental professional as defined in 40 CFR 312.10.

Phase I/Phase II ESA Experience Stantec has exceptional knowledge and experience with due diligence activities, beginning with the requirements of the All Appropriate Inquiry (AAI) Final Rule and the standards set forth in the American Society for Testing and Materials (ASTM) E-1527- 13, which is the cornerstone for establishing applicant eligibility under the Comprehensive Environmental Response Compensation and Liability Act (CERCLA). Stantec identifies and evaluates potential environmental threats in an effort to satisfy due diligence requirements for liability protection. If liabilities are found, the costs to remedy these issues can be estimated and their financial implications considered in transaction negotiations. Our experience completing more than 6,000 Phase I ESAs means we thoroughly understand ASTM requirements and can expedite the process to meet your deadlines.

In the event environmental concerns are identified through the completion of a Phase I ESA, a Phase II ESA can be completed to further evaluate recognized environmental conditions at a property with respect to petroleum products and the range of contaminants within the scope of CERCLA. All Phase II ESA activities are completed under the supervision of a Stantec certified hydrogeologist and/or a registered professional engineer or geologist, and performed in accordance with applicable federal, state, and local regulations.

EXPERIENCE

5City of Madison // Environmental Consulting Services

Site Investigations Stantec’s site investigations start by reviewing available site information and historical data to gain a thorough understanding of contaminants, release areas, migration, pathways, and potential receptors. A phased approach is often used to generate preliminary information regarding hydrogeologic conditions, chemicals of concern, and the extent of contamination. This information is used to design and optimize subsequent phases of soil, groundwater, and vapor investigation by strategically implementing investigative methods and sampling points to optimize information and costs. We use innovative investigation methods to manage costs for our clients including state of the art advancements in in-situ profiling and sampling techniques.

We also have significant experience with investigation and permitting of historic fill sites. The historic dumping of foundry sand, cinders, construction debris, and other industrial waste is commonly found in cities with a strong industrial heritage, such as Madison. Unfortunately, these wastes may conflict with current environmental standards and can present a problem for industrial property revitalization. However, through proper assessment and mitigation, development can occur on these properties. Stantec is proud to have assisted in the assessment and revitalization of multiple historic fill sites.

Remedial Action Planning Remedial action planning is the bridge between site investigation and redevelopment. You cannot have a successful redevelopment without this step.

Stantec balances the developers/City’s needs and our client’s redevelopment goals with regulatory compliance and overall cost. This is an area where significant cost savings can be realized through careful planning.

When in-situ remediation and on-site placement of contaminated soils was completed at the White Stone Station and the building floor slabs at the P.H.

Glatfelter Paper Mill were left in place, our clients saved hundreds of thousands of dollars in potential disposal costs. Stantec also considers resiliency in all aspects of design and implementation. Our green remediation and redevelopment experts can walk the City through sustainable development using LEED building design standards and the “Envision” infrastructure design framework.

We also have exceptional experience in completing environmental cleanups.

Some other noteworthy remedial projects completed recently by Stantec staff in Wisconsin include: (a) $5 million in abatement, demolition, and remediation work completed in conjunction with the successful $30 million redevelopment of the former Glatfelter paper mill in Neenah; (b) demolition and assessment of the 980,000 square-foot Mirro Manufacturing Building in Manitowoc; (c) the $71.8 million redevelopment of the Wausau riverfront which results in the creation of 840 permanent jobs; and (d) a $1 million cleanup completed for Domtar Corporation as part of a $250 million biomass cogeneration power plant development in Rothschild, Wisconsin.

Stantec has provided redevelopment services in Neenah, Wisconsin.

Stantec implements an health and safety program to keep projects in check and on time.

Additional Related Services Asbestos and Lead Inspection, Sampling and Testing

Stantec has staff capable of evaluating structures for the presence of asbestos containing materials (ACMs) as well as evaluating the presence and hazards of lead based paint (LBP). When needed, we contract the services of a trusted and- Wisconsin certified asbestos and LBP contractor, NorthStar Environmental Test-ing, LLC. If asbestos is found in a structure scheduled for demolition or renovation, we determine if the asbestos must be removed before these activities. If there are ACMs that require removal, we obtain qualified contractor estimates for abatement. When the abatement has been completed, we perform clearance wipe sampling within 24 hours to ensure that the LBP hazard no longer exists and that the lead levels are below the allowable standards set forth by the appropriate regulatory agency.

Pre-demolition assessments can save time and money as they can determine and quantify environmental issues ahead of time before they cause delays. A typical pre-demolition assessment consists of an inspection to categorize the types of hazards present in a structure, and collecting and laboratory-analyzing samples to identify and quantify the types of each hazard. This information is used to determine the most suitable method to abate the hazard. Stantec is not a demolition contractor or an asbestos or LBP abatement contractor; however, we provide an independent assessment of the hazards that exist within any particular structure.

Underground/Above Storage Tank Services

Stantec specializes in providing a variety of underground and aboveground storage tank (UST and AST) services. Chemical releases can significantly impair soil and groundwater quality and negatively impact property values. Stantec’s contaminant management services are designed to provide innovative solutions that comply with the government and environmental demands while focusing on your schedule, budget, and business needs. The services include petroleum and chemical solvent investigation and remediation, emergency spill response, and solid and hazardous waste management.

Solid Hazardous Waste Management

Managing solid waste can require a significant portion of time and money to reduce liability and remain compliant with the dynamic environmental regulatory environment. For years, Stantec has provided our clients with a range of waste management services including solid and hazardous waste identification and management, comprehensive environmental compliance and waste auditing, contract negotiations with private- and public-sector participants related to waste permitting, and investigation or monitoring of historical fill and waste sites.

Properly categorizing and managing your municipal wastes is a fundamental requirement that must be met to comply with state and federal regulations.

Stantec routinely assists our clients in accurately identifying, characterizing, and categorizing all types of waste streams. We understand the criteria that determines whether a material is solid waste, can be excluded from the hazardous waste rules, is a listed or characteristic hazardous waste, and how to manage waste mixtures. If the City generates hazardous waste, we understand and can provide recommendations for all three hazardous waste generator categories:

1) very small quantity, 2) small quantity, and 3) large quantity generator. All

7City of Madison // Environmental Consulting Services hazardous waste generators must make a waste determination and properly dispose of their hazardous waste. Additional requirements apply based on the generator classification.

For active site investigations or construction projects that involve the unearthing or discovery of unknown substances, Stantec has created an in-field evaluation system that helps distinguish the different types of waste requiring special management procedures. Stantec has also obtained many beneficial reuse permits and low hazard determinations to reuse waste on- or off -site. This has helped streamline many redevelopment projects by anticipating regulatory needs and reducing the waste disposal costs, thus helping our clients complete their permitting and obtaining closure of projects faster and with fewer regulatory holdups. Stantecs’ work in this area is widely respected by the WDNR. Whether the waste is new or old, non-hazardous/hazardous or undetermined, Stantec has the local staff and experience to assist our clients in proper waste management.

Stantec worked in partnership with the City of Green Bay to successfully prepare and secure five EPA brownfield grants between FY2013 and FY2019. These grant applications resulted in $1,000,000 in assessment and $200,000 in area-wide planning funding and $500,000 in cleanup funds.

As part of these projects, numerous Phase I and II ESAs, remedial action plans (RAPs), and asbestos and lead-based paint surveys were performed for large industrial properties to small commercial lots.

Notably, Stantec completed a Phase I/II ESA, Site Investigation, and RAP for the former Larsen Green Cannery, a 100 year old, 16-acre industrial property. The Larsen Green Cannery is now redeveloped as the Railyard Innvoation District including the expansion and construction of three public roadways, a storm water retention pond, and new utilities.

Stantec was retained in January 2018 by the City of Green Bay Public Works Department to perform a wide range of services for the City. Specifically, Stantec was short-listed to perform site investigation, asbestos, UST/AST management, solid waste, wetland, and brownfield services. The City developed a short-list of firms in each of the six categories listed above to pursue individual or project-by-project quotations specific to the project.

Stantec was the only consultant to be short-listed for all six categories.

Upon being shortlisted, Stantec has provided project-specific cost estimates and environmental services for several projects for the City, guiding soil excavation in street right-of-ways during utility installation, characterizing soil and groundwater for disposal, and delineating the extents of the excavation. Available data from nearby sites was also reviewed on the WDNR’s GIS registry to properly characterize the impacted soil and groundwater disposal.

Most recently, Stantec oversaw the excavation of a soil in association with a lift station on a brownfield site. Stantec, upon notification, mobilized to each of the projects within 24 hours of notification and more typically within hours of notification by the City. Following completion of the scope of work, a letter report was prepared detailing the remedial activities including maps detailing the areas of soil excavation. Stantec also corresponded with the WDNR regarding identified impacts within the public right-of-way.

In FY 2013, Stantec assisted the City in securing $400,000 in EPA CWA grant funding. In addition, we also helped implement a EPA Revolving Loan Fund (RLF) grant totaling $1 million that same year. In FY 2015, we helped the City in securing and implementing $400,000 in EPA CWA grant funding. In 2017, Stantec also helped secure a $500,000 IDLE site grant to support demolition of the former Mirro factory. In FY 2018, Stantec helped secure and is currently implementing a $300,000 EPA CWA grant and $200,000 Site-specific Assessment grant for continued subsurface environmental assessment at the Mirro site. In total, Stantec helped secure and/or implement $2.8 million in brownfield grant funding for the City.

Grant implementation activities have included completing property eligibility determinations, negotiating site access agreements, and designing and conducting Phase I ESA evaluations per ASTM E1527-13. Work included preparing SOPs, completing a QAPP and annual updates, developing SAPs, designing and conducting Phase II ESAs in accordance with ASTM E1903-97 (2002);

development and submittal of Site Investigation work plans for state regulatory agency review; preparation of site investigation and remediation work plans in accordance with state statutes; and preparation of closure requests.

In addition, Stantec assisted with data acquisition and designing and maintaining a custom GIS brownfield database containing a large variety of relevant datasets.

Stantec provided a broad range of environmental services to catalyze redevelopment of the former PH Glatfelter Paper Mill. The unexpected closure of the paper mill in 2006 was a significant economic blow to the city but presented an opportunity to facilitate redevelopment in a key downtown location. Stantec coordinated deactivation and demolition of the massive, 130-year-old paper mill.

Tasks included Phase I ESAs, a Phase II ESA, site investigation, remedial planning, remediation activities, and pursuit of state, federal, and local grants.

The huge size of the buildings and demolition costs presented initial challenges. To reduce cost, the basement floor slabs and foundation walls were left in place to prevent direct contact with fill materials and eliminate disposal of large amounts of material.

Development plans for the new buildings were designed to accommodate this approach with either slab-on-grade construction, or construction on existing pilings.

To further reduce cost, Stantec also reused demolition fill.

Pervasive ash fill materials were covered with a two-foot clay cap or other impermeable material wherever a slab was absent. Ash fill was reused on- and off-site in accordance with WDNR regulations for beneficial reuse.

Our team was instrumental in developing these soil and waste management strategies and obtaining state regulatory approval. Our team helped the Neenah CDA obtain more than $1.2 million in brownfield grant funds through the WDNR and WEDC brownfield grant programs.

In addition, Stantec helped write and secure a $400,000 EPA CWA grant to complete additional groundwater investigation at this site. To date, all three WDNR Bureau of Remediation Redevelopment Tracking Systems (BRRTs) cases have been closed.

Since 2012, Stantec has assisted Washington County in developing and implementing a County-led Site Redevelopment Program as a collaborative effort between the County Planning and Parks Department, the County’s lead economic development agency (EDWC), and five of the County’s largest cities and villages. A goal for the program has been to integrate the County’s revitalization efforts focused on brownfields sites with the County’s economic development and business retention / recruitment efforts, with a goal of maximizing the extent to which brownfields redevelopment can effectively be linked to private investment and jobs creation. Stantec initially assisted the County in the successful application for a $600,000 USEPA Coalition Brownfields Assessment Grant awarded in 2014.

As of September 2019, $50 million of redevelopment projects are either in planning or under construction on former brownfield sites assessed as part of the County’s 2014 grant. In 2017, the Site Redevelopment Program received a Planning Excellence Award from the American Planning Association Wisconsin Chapter. The success of the initial project was a key factor in the County being awarded a second $600,000 Coalition Assessment Grant by USEPA in 2017. Another success of the program was helping local governments and developers to secure an additional $1.3 million to date in state grants to support cleanup and redevelopment of sites on which assessment activities were performed. Funding provided by the FY2017 has been nearly fully expended or allocated to additional priority brownfield sites. The County has contracted with Stantec to assist with preparation of additional applications for USEPA Brownfields Coalition Assessment and Revolving Loan Fund Grants as part of the FY2020 grant competition.
