Title: Environmental Consulting Services Due: Friday, February 14, 2020, 2:00 PM CST

Hyde Environmental, Inc. (Hyde) appreciates the opportunity to submit this proposal to the City of Madison (City) Engineering Division for Environmental Consulting Services. These services may include, but are not limited to, conducting Phase 1 Environmental Site Assessments (ESAs), Phase 2 ESAs, site investigations, remediation activities, and possible oversight of contaminated soil excavations during construction in a road right of way. ESAs, site investigations, remediation activities, and/or contaminated soil excavation oversight would be conducted on land owned by the City, land being considered for purchase by the City, or in the right of way during construction activities. This RFP is an umbrella contract where selected firms will work for the City on an as-needed basis. It is understood that when the City (Department or Agency) identifies a need to contract environmental services, they will define a scope of services and request that one or more firms prepare a site-specific work plan and cost estimate, with a “not to exceed dollar amount”, prior to initiating site activities.

The proposed work will follow accepted practice guidelines for environmental assessments, site investigations, and remedial activities, including EPA laboratory analytical methods, ASTM or All Appropriate Inquiry (AAI) standards, and all Wisconsin Department of Natural Resources (WDNR), Department of Agriculture, Trade, and Consumer Protection (DATCP), Department of Safety and Professional Services (DSPS), Wisconsin Department of Health Services (WHS), Wisconsin Economic Development Corporation (WEDC), US Environmental Protection Agency (US EPA), Occupational Safety and Health Administration (OSHA), and all other local, state, and federal regulations. Details on environmental services, example scope of work, and estimated costs (unit rates, sub costs for a hypothetical project) are presented in the following sections.

ENVIRONMENTAL SERVICES CONTRACT SPECIFICS (as provided by the City)

Phase I ESA reports must be completed to the most recent applicable ASTM (e.g. ASTM E1527-13) or WisDOT (FDM 21- 35-1) standard, and in accordance with AAI Final Rule 40 CFR Part 312. At the request of the City, Phase 1 ESA reports may be required to include other information regarding real property, such as asbestos, lead-based paint, or hazardous materials surveys. Hyde will likely subcontract out some of these ‘other services’ to Advanced Health and Safety, a certified, Madison based asbestos and lead-based paint sampling and abatement contractor.

Phase II ESA and Site Investigation activities may include underground storage tank (UST) assessments, soil borings, groundwater monitoring well installations, excavation of test pits, surveying, soil and groundwater sampling and analysis, building surface or materials sampling and analysis, air and vapor sampling, magnetometer or ground penetrating radar surveys, public health risk assessments, and WDNR spill notifications. Phase 2 ESA and Site Investigation reports shall document all sampling activities and analytical results, including stating and depicting the extent (horizontal and vertical) of any identified contamination, identification of risks to human health and the environment, and recommendations for remedial action, if necessary. They shall include a summary of quality assurance/quality control performance, and an appendix containing boring logs, field data, laboratory analytical data, chain-of-custody records, photograph logs, Environmental Consulting Services Proposal

(262) 250-1226 documentation of proper management of investigation derived wastes, and abandonment records for boring and monitoring wells, if applicable.

Reports should describe procedures to ensure that defensible and quality data are collected and reported. Analysis and measurement methods must be capable of reliably detecting concentrations equal to or below applicable cleanup standards for future land use. All Phase 2 investigations must comply with the regulatory requirements and guidelines of the WDNR, DATCP, DSPS, WHS, WEDC, US EPA, OSHA, and all other local, state, and federal regulations. Due care will be taken to use the most cost-effective means to conduct the investigation. Hyde will explore and use all applicable reimbursable programs or other similar resources to minimize cost expenditures.

Remediation activities may include identification and assessment of remedial strategies, cost estimating, removal and management of aboveground and underground storage tanks and piping systems, design/construction/operation of remedial systems, handling and disposal of contaminated soil and groundwater, disposal of hazardous and non-hazardous materials, remediation of contaminated sediments, and earthwork associated with contaminated soil and material management.

(262) 250-1226 properties. He has also conducted numerous Phase I and II ESAs, and site investigations on many types of properties.

EXPERIENCE

Hyde has experience in conducting all types of projects (ESAs, Site Investigations, Remediation) for a variety of clients, including local governments.

Phase I and II ESAs:

A Phase I ESA includes a records review, site reconnaissance, a review user-provided information, interviews (readily-available and accessible present and past owners, operators, occupants and government officials), information evaluation, and a report prepared for a specifically defined real estate holding to identify potential or existing environmental contamination liabilities (Recognized Environmental Conditions [RECs]) that may impact the property’s value. Hyde has conducted ESAs to be used in real estate transactions, leasing agreements, asset purchases, property development projects, and bank financing and foreclosures. Our process is honed from completing nearly 1,000 ESAs.

Hyde follows the American Society for Testing Materials (ASTM) standards: E1527-13 ASTM Standard Practice for Environmental Site Assessments, Phase 1 Environmental Site Assessment Process, E2247-08 ASTM Standard Practice for Environmental Assessments, Phase I Environmental Site Assessment Process for Forestland or Rural Property, 40 CFR Part 312 or "AAI 40" Brownfields All Appropriate Inquiry (AAI). Every Phase 1 ESA conducted with EPA Brownfields Assessment Grant funds must be conducted in compliance with AAI Final Rule at 40 CFR Part 312 (CERCLA), and ISO14015:2001 Environmental Management - Environmental Assessment of Sites and Organizations (EASO).

When a Phase I ESA presents documentation of potential of contamination on a property, a Phase II ESA is recommended to evaluate whether the RECs have impacted the subject property and identify what type of contamination is present. During the Phase II ESA, Hyde’s experts oversee drilling activities and collect samples of soil, groundwater, vapor, and/or building materials to be analyzed for contaminants. Hyde identifies property contamination and provides our client with a path forward. The most common contaminants are petroleum hydrocarbons, heavy metals, pesticides, solvents, asbestos, lead-based paint, mold, and hazardous materials (such as light ballasts possibly containing PCBs). Hyde follows Phase II ASTM E 1903-11 – a more detailed investigation involving chemical analysis for hazardous substances and petroleum hydrocarbons.

Site Investigations:

Hyde’s team of experienced environmental professionals have conducted numerous site investigations related to releases of agricultural chemicals, fertilizers, petroleum compounds (gasoline, diesel, fuel oils, waste oils, and hydraulic fluid), chlorinated volatile organic compounds (dry cleaning solvents, industrial degreasers) and other chemicals (PCBs, creosote, etc.), and metals.

The primary purpose for conducting a site investigation is to determine the degree and extent of contaminated media in order to provide defensible evidence that the environmental or human health risk pathway is not a concern; or in the event that the pathway is a concern, provide enough data to prepare an applicable remediation strategy. In most instances, site investigation incidences are regulated and overseen by a regulatory agency, such as the Wisconsin Department of Natural Resources, or a Federal agency such as the Environmental Protection Agency (EPA). Many regulatory agencies throughout the Midwest, and the country, typically require site investigation on potential exposure pathways, including soil contamination, groundwater contamination, surface water contamination, and air and/or vapor intrusion.

Remedial Action Planning:

Environmental remediation is the removal of spilled contaminants from receptive environmental media, like soil, sediments, groundwater, and air/vapor. Remediation services are typically required if, after a site investigation, it is

Hyde Environmental, Inc. www.Hyde-env.com

(262) 250-1226 determined that the site presents a threat to human health and/or the surrounding environment. Remedial actions are typically requested and regulated by state or federal regulatory agencies.

Hyde employs scientifically sound and cost-effective remedial strategies on environmentally impacted sites. Our remedial approaches are as varied as the contaminants we encounter. When necessary, we employ cutting-edge, proven technologies, which are bench-tested and field-demonstrated to complete the task at hand. These techniques can be as varied and complex as soil vapor extraction, air sparging, groundwater extraction and treatment, and in-situ remediation, such as soil and groundwater chemical and nutrient injections to promote biological or chemical degradation of the contaminant However, our remedial strategies employ clear, concise and simple approaches such as groundwater monitoring, soil removal and land spreading, and/or biological treatment (bio pile). We work with clients and regulators alike to identify the best-fit approach to meeting both client needs and regulatory requirements. Our goal is to alleviate our client’s regulatory hardship by providing sound advice, and cost-effective and cutting-edge remediation services, which meet regulatory requirements.

Similar Projects Completed

Below are samples of projects completed by Hyde within the last several months:

Underground Storage Tank Property – Phase I & II ESAs, SI, and Remedial Action Plan

Hyde completed a Phase I ESA on former building company’s offices and equipment storage property in Milwaukee, WI adjacent to a gas station. In January 2019, Hyde completed the Phase I ESA that identified RECs related to the possible presence of a gasoline or diesel UST on the Site. In February 2019, a Phase II ESA was completed which confirmed the presence of the UST and adjacent soil and groundwater concentrations which exceeded WDNR Ch. NR 720 Soil-to- Groundwater Residual Contaminant Levels (RCLs) and Ch. NR140 Groundwater Quality Health Standards, respectively.

Vapor impacts were also noted in the basement of the Site building. The release was reported to WDNR in March 2019.

A SI Work Plan and WDNR Form 4400-237 (R 12/18) requesting technical assistance was submitted to the WDNR for review in June 2019. The Work Plan of June 11, 2019 was reviewed by the WDNR and discussed with Hyde. Site investigation activities, based on the SI Work Plan and comments made by WDNR, were completed by Hyde between July and September 2019. A Remedial Action Plan is currently being completed.

Industrial Shop and Office Property – Phase I & II ESAs, and SI Workplan

Hyde was retained by a wood preserving company in Milwaukee, WI, to complete a Phase I ESA. Among other activities, the company fills containers with liquid that is applied to wooden cribs to prevent horses from crib biting. The Phase I ESA, completed in April 2019, identified several RECs on the Site. Based on the RECs identified in the Phase I ESA, a Phase II ESA was the completed in August 2019. Certain VOCs and semi-volatile organic compounds (SVOCs) were identified in soil samples at concentrations exceeding the WI Ch. NR720 Soil-to-Groundwater RCLs and Direct Contact Thresholds.

Based on the results of the Phase II, a WDNR spill notification was recommended. The WDNR reviewed the submittal and subsequently requested additional investigation to identify the source (or sources) of the impacts, and to define the magnitude and extent of the impacts to soil, and potentially groundwater, on and off the Site. A SI Workplan to define the extent of SVOC and VOC impacts in soil and groundwater has recently been completed and is awaiting review/notice to proceed.

Farm and Residence Property - Phase I & II ESAs and SI

Hyde conducted a Phase I ESA in October 2019 on two improved, contiguous parcels totaling approximately 10 acres, located in Somers, WI. Based on the RECs identified in the Phase I ESA, a Phase II ESA was completed in early December 2019. Soil samples collected at the Site during the Phase II were analyzed for PVOCs and polycyclic aromatic hydrocarbons (PAHs). Select samples were also analyzed for RCRA metals. Certain metals were detected in soil at concentrations that exceeded the WI ch. NR 720 Soil to Groundwater RCLs and Direct Contact thresholds. There were no PVOCs or PAHs reported at concentrations that exceeded the Soil to Groundwater RCLs. A single groundwater sample

Hyde Environmental, Inc. www.Hyde-env.com

(262) 250-1226 was collected from a temporary monitoring well and analyzed for PVOCs and PAHs. Neither PVOC nor PAH concentrations exceeded WAC ch. NR 140 Enforcement Standards.

Because metal concentrations exceeded their respective Soil to Groundwater RCLs and Direct Contact thresholds, a WDNR spill notification was recommended, along with the collection of additional soil samples from native soils located below a burn pile. A SI was completed near the end of December 2019 to define the extent of metal impacts in soil. Metal concentrations in soil collected during the SI again exceeded respective RCLs. Soil borings were also advanced away from the suspected source area, in an agricultural field, to be used as background values. When comparing ‘background’ soil concentrations to the concentrations in soils collected near the suspected source area; source area metal concentrations were generally less that the background concentrations. Based on the findings of the SI, it appeared that the metal concentrations in soil are likely native to area soils and was not deposited as the result of human activities. A ‘No Action Required’ determination is being sought.

Printing/Form Machine Shop – Phase I & II ESAs

Hyde was contracted to complete a Phase I ESA in January 2019 for a printer located in Elgin, IL. Historically, the facility was used as a machine shop that provided precision metal grinding and lapping, as well as aluminum extrusion and fabrication for precision components. A vapor degreasing pit was identified near a loading dock.

Vapor degreasing involves heating solvents in a pit to remove grease and oils prior to finishing metal. It was also noted that hazardous wastes were generated and/or stored on property during previous operations. The Phase I recommended the completion of a Phase II to further investigate the degreasing pit and hazardous material storage.

In March 2019, two (2) sub-slab vapor samples, five (5) soil samples, and four (4) groundwater samples were collected near the location of the degreasing pit. VOCs were detected in all the samples collected and were consistent with VOCs commonly used in a vapor degreasing operation. The Phase II recommended additional investigation into the magnitude and extent of the VOC impacts to soil, groundwater, and subsurface vapors found on the property. The activities recommended included, the installation and sampling of additional soil borings, permanent monitoring wells and piezometers, and implementation of controls to meet interior air-quality objectives. Work is ongoing at the property.

Former Auto Garage – Phase II ESA

Hyde was contracted by a business owner to complete a Phase II ESA in September 2019 in connection with a property transaction on a vacant parcel that had formerly been used as a gas station/auto body garage in Middleton, WI. The Phase II was conducted to confirm the absence/presence of environmental impacts related to a REC described in a previously-completed Phase I ESA for the Site; ‘the former use of the property as a gas station and auto repair facility, including the petroleum products and hazardous substances associated with those uses’. Documents reviewed for the Site indicated that three (3) USTs, including one 4,000-gallon fuel oil UST and two (2) 10,000-gallon gasoline USTs, along with associated piping and dispensers, were abandoned/removed from the Site in 1992 without a documented site assessment.

Five (5) soil borings were advanced at the Site in September 2019 and soil samples collected for analysis of VOCs and PAHs. There were no VOC constituents detected in any of soil samples analyzed which exceeded their respective NR 720 RCLs. Select PAHs were detected slightly above their respective RCLs. The contaminant concentration of the PAHs above RCLs required the owner of the property to notify the WDNR of the impacts. Hyde subsequently successfully sought and received a ‘No Action Required’ determination from the WDNR.

Work plan preparation for subsurface investigation and remediation Quantitative evaluation of environmental risks Direct oversight of all field activities, including soil sampling; monitoring-well installation, groundwater sampling, soil excavation, and landspreading Remediation planning Report preparation Reimbursement claim preparation

Bulk Crude Oil Storage Terminal - Dublin, IN. Approximately 1,500 tons of crude oil waste material was discovered in a wooded area of the site. The material tested characteristically hazardous for benzene with lesser impacts to the surrounding soil. Jim prepared sampling plans and documentation to determine the extent and physical characteristics of the characteristically hazardous material

James C. Lindemann and surrounding impacted soil, assessed analytical results and prepared documents related to the characterization of the material, and provided cost effective alternatives to remediate the site. Site remediation consisted of in-situ augmentation of the material, rendering it non-hazardous, removal and disposal of the augmented material, and removal and disposal of the surrounding impacted soil.

Subsurface Remediation & Closure, Wisconsin. Operated and optimized a groundwater air sparging and soil vapor extraction remediation system to remediate volatile organic compounds (VOCs) in soil and groundwater at a cranberry company. The site had an extensive VOC plume impacting shallow groundwater, plus extensive shallow soil contamination. Within three years of the system start-up, the site was closed using a flexible closure option.

VOC Remediation & Closure, Wisconsin. Operated and optimized the performance of a groundwater pump and treat and soil vapor extraction system to remove VOCs from groundwater and soil. The system pumped approximately 160 gallons of groundwater per minute to prevent the further expansion of a migrating contaminant plume. The site was successfully closed within three years of system start-up after it was demonstrated that the system had removed the vast majority of contaminants. It was also demonstrated that natural attenuation would effectively remediate the remaining contaminants. This was done through the presentation of empirical chemical data, groundwater modeling and natural attenuation modeling.

Example Phase 2 ESA: Assume 7 borings to 10 feet bgs, 3 borings to 15 feet, installation/development of 3 groundwater wells in the deeper borings, 2 rounds of groundwater sampling for VOCs/RCRA metals/PAHs, collection and analysis of two soil samples per boring for RCRA metals/VOCs/PCBs, abandonment of borings/wells per NR 141, report preparation and submittal to DNR for review. Include all costs typically associated with a Phase 2 ESA, including laboratory costs, creating site maps, surveying, project oversight, coordination with the DNR project manager, etc.

Rev. 07/28/2016-FormD-CostProposal.doc

4. Right of way construction oversight:

Assume a two-week project that requires an engineer or hydrogeologist is onsite for 6 hours a day, 5 days a week to screen soils for contamination associated with utility excavation in the right of way.

Costs should include a simple post-construction report with photos and a marked up map, as well as any associated project management.
