Environmental Consulting Services Proposal
This is a proposal submitted by The Sigma Group, Inc. to the City of Madison Engineering Division in response to RFP #8914-0-2020-BG for environmental consulting services. The proposal was submitted on February 14, 2020, for an umbrella contract under which selected firms will provide environmental site assessment services on an as-needed basis. Services requested include Phase I Environmental Site Assessments (ESAs), Phase II ESAs, remedial action planning, regulatory interaction, and related environmental consulting activities for properties owned or being considered for purchase by the City of Madison, as well as work conducted in the right of way during construction activities. The contract term is three years with annual percent price increases permitted. The City anticipates selecting 2 to 3 qualified vendors and expects to conduct approximately 3 to 6 Phase I ESAs or WisDOT Hazardous Materials Assessments, one Phase II ESA/site investigation, and contaminated soil oversight on one right-of-way project annually.
The City's total contract budget is projected between $50,000 and $100,000 annually with no minimum guaranteed. Unit pricing was required for Phase I ESAs, Phase II ESAs, and typical associated work including vapor testing, with asbestos and lead-based paint pricing to be estimated on a case-by-case basis. The City stated this is the first competitive bidding round for this contract. The evaluation criteria allocate 65 percent of the final score to Qualifications, Experience, and References (evaluated equally), with the remaining 35 percent allocated to cost. For each specific project, firms will be asked to submit a scope of work and budget; the City may request all firms to bid or select a single firm based on project schedule and capacity considerations. The Sigma Group's proposal emphasizes its 26-year history serving the City of Milwaukee, Wisconsin Department of Natural Resources, and multiple counties, complemented by a team of Professional Engineers, Geologists, Hydrogeologists, and certified specialists, along with partnerships with Woman Business Enterprises and Minority Business Enterprises as subcontractors.

City of Milwaukee 1993-Present Master Services Agreement AAI Phase I ESAs AAI Phase II ESAs Remedial Action Planning Regulatory Interaction Grant Administration Stakeholder Interaction
Serving as the master services consultant during the past 26 years, Sigma has assisted the City with numerous projects funded through the USEPA’s Hazardous and Petroleum Site Assessment Brownfield Grant program, site-specific clean-up grants, and a site assessment pilot grant.
Sigma has worked with the City on simple projects, including historic service station assessments, to complex large-scale projects with multi-agency jurisdiction, complex grant and financing structures, and significant stakeholder participation.
Century City Brownfield Redevelopment 2006-Present
The Century City site, an approximately 85-acre parcel, was previously owned by A.O. Smith and Tower Automotive and operated as a sprawling automotive component manufacturing complex.
The site is located in the City’s 30th Street Corridor within a mixed residential and industrial setting.
Once an industrial hub with thousands of jobs filled by neighboring residents, the property has become a blight on the surrounding area and an example of the neglect plaguing the inner City. To address the immediate risks associated with the vacant and deteriorating property, the City acquired the parcel in 2006, developed a master plan, and has begun redeveloping the site into a modern and sustainable business park.
Sigma currently holds the Century City master contract for Architectural and Engineering services and has completed environmental site assessments, remedial action planning, and civil engineering services for topographic and utilities mapping, demolition planning, stormwater management master planning services.
Former Esser Paint 2008-Present
Esser Paint, an abandoned paint manufacturing and distribution facility with six buildings constructed between the late 1890s and 1931, located in Milwaukee’s 30th Street industrial corridor presented many redevelopment challenges.
The facility totaled 35,000 SF and was located on 1½ City blocks. Four buildings were positioned on a 20-foot high retaining wall immediately adjacent to an active railroad ravine. The site had 17 USTs in three tank farms and five above ground storage tanks within buildings and basements. Tanks contained residual paint manufacturing raw materials or products.
Prior to the City taking ownership Sigma assisted the City in estimating the level of risk associated with environmental investigation, closure, and future development. Sigma performed a Phase I ESA, several iterative phases of Phase II soil and groundwater investigations to evaluate subsurface conditions on and off-site and designed and implemented remedial action activities in cooperation with the WDNR.
Sigma also performed pre-demolition asbestos, lead-based paint, and hazardous materials inspections of the buildings. Sigma assisted the Milwaukee Department of City Development and the Department of Neighborhood Services with developing a demolition scope of work, specifications, bidding documents, bid review, and contractor selection. Sigma performed oversight during abatement and demolition to verify that the activities were being performed in accordance with the project specifications and applicable regulatory requirements.
The south parcel was converted into a community vegetable garden while the larger north property was redeveloped as a low-income housing complex.
USEPA – Funded Brownfield Pilot Project and the City of Milwaukee Menomonee River Valley Brownfield Redevelopment 1993-Present
The Menomonee River Valley is an area of land, approximately 1,500-acres (2.5 sq. miles), located just southwest of downtown Milwaukee. Beginning in the mid- to late- 1800’s, the natural course of the Menomonee River was channeled, and the adjacent Valley filled and developed. Historical land uses included light to heavy industry, coal yards, shipping channelization, stockyards, meat processing, tanning, coal gasification, warehousing, and mineral storage. At the center was the sprawling Milwaukee Road Shops properties that at one time employed over 10,000 workers for railroad manufacturing and maintenance.
Consequently, properties within the Menomonee River Valley were perceived as environmental liabilities. This negative perception was the result of the economic liability associated with the traditional regulatory policies, which required a site-by-site investigation/remediation strategy to address groundwater contamination.
The goals of the Brownfield Pilot Project were to define soils and groundwater quality in an area-wide “aqua-shed” approach and to dispel the negative perception of liabilities associated with potential redevelopment. The project outcome generated baseline environmental information that could be used to facilitate streamlined appropriate decisions for redevelopment within the Valley. The study accomplished this through the generation of the “Environmental Management Considerations for Site Redevelopment in Milwaukee’s Menomonee Valley” guidance document prepared by Sigma.
To establish the baseline approach for conducting subsurface investigation activities, Sigma performed extensive historical land use research and environmental site assessments that established the history of the properties and the surrounding area including a review of various regulatory and governmental databases and information sources.
Federal and state research data sources included:
RCRA- 2 TSDFs CERCLA- 8 sites Emergency Response Notification System
(ERNS)-8 sites WI Registered USTs-100 sites WI LUST-60 sites Emergency Response Program -40 sites WI solid waste/landfill- 1 site WI Spill List- 70 sites
Together, with the WDNR, USEPA, City of Milwaukee, the US Army Corp of Engineers, and private developers, Sigma has provided planning and technical services for the completion of comprehensive soil and groundwater quality investigations, remedial actions, land surveying, riverbank stabilization and site improvements over the full range of project sites in the Valley setting which has led to numerous brownfield redevelopments; Canal Street, Reed Street Yards, Harley-Davidson Museum, Miller Park, Sigma’s headquarters building, Three Bridges Park, and the Menomonee River Valley Riverwalk guidelines.
Milwaukee County 1998-Present Master Services Agreement Phase I ESAs Phase II ESAs Remedial Action Planning Regulatory Interaction
Warnimont Park 2013-Present
Former Manke Dump Site: A site inspection conducted by the WDNR in 2013 at the former Manke Dump area along the Lake Michigan bluff in Warnimont Park, identified non-compliance issues including erosion from runoff channels, inadequate diversion of stormwater run-on and the presence of exposed waste on the ground due to slope failure. The dump was the legacy of former military operations at the site. Sigma was engaged to field survey the area to capture existing conditions;
develop a plan for capping the waste mass, and to prepare a re‐grading plan for the area to control stormwater erosion and to restore the bluff with native grasses. Sigma also provided construction services.
Former Gun Range Site Closure: The County was named as the Responsible Party of hazardous substance discharge as a result of the lead shot and residual materials that were deposited during the operation of the Gun Club located as the northern part of the Park from 1932 until 2015. Areas impacted by the Gun Club’s activities include, the top and face of the bluff, the beach below, and near shore bottom of Lake Michigan.
Sigma conducted site investigations of the bluff which indicated levels of lead and PAHs in the soil greater than WDNR standards. Sigma is assisting the County and positioning the site for case closure by designing an engineered cap with native vegetation. Additionally, an offshore sediment investigation, requested by the WDNR, will be performed in the Spring of 2020.
Milwaukee Regional Medical Center (MRMC) 2015-Present
To allow for the expansion of services provided at the County owned MRMC complex and to prepare for the transfer of properties from the County to various MRMC entities including Froedtert Health, Children’s Wisconsin, and the Medical College of Wisconsin, infrastructure improvements were necessary to support the complex’s function and to keep pace with the healthcare industry. Sigma is assisting the County and MRMC entities with the following activities:
Phase I and II ESAs: Conducted Phase I and II ESAs of various parcels as part of land acquisition due diligence. Parcels included the former County power plant, a WisDOT parcel along I-41, large parking lots, and the man-made stormwater ponds.
87th Street Realignment Soil Management: Served as the environmental engineer for both the MRMC/Froedtert Health’s 87th Street realignment and Parking Structure construction. Sigma’s involvement included subsurface investigation activities to assess soil conditions in the proposed work areas and determinations of potential soil management options. Multiple areas of elevated PAH and lead concentrations were discovered in the fill; requiring soil management protocols during construction under Ch. NR 718 regulations.
Over 2,500-CY of PAH and lead-impacted soil received WDNR pre-approval to be reused on-site.
Up to 8,000-CY of impacted soil encountered during the 87th Street reconstruction that was hauled to a licensed landfill for use as alternative daily cover.
Sigma’s coordination with County and facility representatives was key in minimizing disruptions to traffic flow and parking availability and to ensure existing utilities are not damaged and hospital services were not interrupted.
Milwaukee County Potential Acquisition of Former Distribution Center
Given the upcoming highway reconfiguration project, Milwaukee County was evaluating several parcels to house relocated County operations.
Sigma was retained to conduct a Phase I ESA on an 11-acre property in Wauwatosa. The Phase I ESA revealed RECs including the historic use of the property as a gravel pit and associated filling, former underground storage tanks, and a former landfill immediately adjacent to the property in connection with the property. Sigma is currently in the process of completing a Phase II ESA with soil and groundwater testing which will further evaluate the identified RECs.
Wisconsin Department of Natural Resources (WDNR)/City of Janesville
Master Services Agreement Phase I ESAs Phase II ESAs Regulatory Interaction
Wisconsin Assessment Monies Program 2010-Present
Sigma was selected by the WDNR to provide environmental assessment services as part of their efforts to expedite cleanup and revitalization of closed industrial and commercial facilities. The WDNR requested AAI Phase I ESAs, to evaluate property history to identify potential historic releases. Phase I ESAs information was invaluable in maximizing funding monies while preparing a scope of work for Phase II activities.
To date, Sigma has completed Phase I ESAs of over 24 neglected or underutilized industrial and commercial facilities. The RECs identified at each of the properties were recommended for further assessment through Phase II investigation, redevelopment plans, and to leverage for additional redevelopment funding.
As examples, Sigma has conducted AAI Phase I ESAs for a powder coating facility looking to expand business within Racine; a former pre-cast concrete panel and block manufacturing facility located in Pewaukee; a former brewery and cheese manufacturer proposed for historic designation and renovation by private parties as a World Cheese Discovery Center; a former metal and electronic component manufacturer in St. Francis; a former bulk petroleum recycler/storage facility and former bulk oil/gasoline distributor in Two Rivers; a former foundry in Schofield; and a former shoe factory in Edgerton.
Phase II ESA activities included a commercial laundry in Racine and; multiple 30th Street corridor industries in Milwaukee.
City of Janesville 2019-Present Sigma supported the City of Janesville’s redevelopment Reflection Plaza project plans by conducting AAI Phase I and Phase II ESAs of nine areas along the Rock River. The work was funded by the WDNR WAM program with strong leadership by the City of Janesville. The project involved both public and private property ownership being coordinated by the City.
Project areas consisted of parcels ranging from 0.4-
2.0 acres and included a variety of historic land uses including:
Hardware warehouse Harness factory Auto dealer Paint store Wholesale and retail stores Machine shop Coreset manufacturer Contractor shop Pencil manufacturer Awning manufacturer Auto repair Cold storage Photography shop Junkyard Gas stations
The Phase II activities included both soil quality assessments and groundwater quality assessments using Sigma’s Geoprobe soil boring equipment conducted in accordance with WDNR NR141, NR700, and following procedures defined by the program QAPP.
Waukesha County 2002-Present Master Services Agreement Phase I ESAs Phase II ESAs Regulatory Interaction
Sigma has been providing ongoing environmental consulting under both the Asbestos and Indoor Air Quality Consulting Services and Environmental Consulting Services master services agreements with the County for over 15 years. Services include due diligence, pre-demolition hazardous materials inspections, subsurface investigation, monitoring, regulatory reporting, site/civil/construction engineering for the highway department, roadway improvement, and redevelopment projects.
Phase I /II Environmental Site Assessments 2002-Present Sigma conducted multiple AAI Phase I WisDOT Hazardous Materials Assessments and Phase II environmental site assessments for acquisition of properties for urban redevelopment, roadway, and parkland improvement projects.
Wanaki Golf Course, Menomonee Falls:
Conducted AAI Phase I and II in advance of facility improvements where land disturbing activities were likely to occur. The Phase I identified an abandoned septic system and former UST’s as Recognized Environmental Conditions (RECs).
Sigma is currently performing the Phase II activities to determine if there were residual impacts at the maintenance operations.
Merrill Hills Road Improvements, Waukesha: As part of the County and WDOT’s road widening project, Sigma conduct a hazardous materials assessment in accordance with WisDOT FDM 21- 35-5 and Phase II subsurface investigation to address a leaking fuel oil UST that required removal to accommodate and new buried utility corridor.
The UST removal was coordinated by Sigma were impacted soils were encountered. A limited investigation was then performed to define the impacts which resulted in the WDNR granting a No Further Action based on results.
Highway Department Salt Storage Sigma was retained to improve the management of run-off and wash water for Highway Department salt storage facilities throughout the County. The work consisted of subsurface investigation of chlorides in groundwater, remediation, and site design, bidding, and construction management of upgrades to five County salt storage facilities including New Berlin, Sussex, Nashotah, Highway Operations Center, and North Prairie. Upgrades primarily consisted of reconstructing the drainage area, for brine collection, at the salt dome apron areas and removal and replacement of underground brine tanks and installation of high-level alarms.
Activities at the New Berlin substation included the completion of a NR716 compliant site investigation of the run-off from truck wash bay and salt storage operations. Investigation activities included advancement of soil borings and installation of monitoring wells to characterize total chloride impacts. Subsequent groundwater monitoring activities were performed to demonstrate concentrations and migration of impacts had stabilized as a result of the implemented site improvement.
Walworth County 2010-Present Phase II ESAs Storage Tank Removal Site Investigation Remedial Action Planning Regulatory Interaction
Sigma provides on-call environmental services to the County for tank management, investigation, pre-demolition and remediation related to park, roadway, and County facility improvements.
Leaking Underground Storage Tank Closure 2010-2019 Sigma conducted investigation activities for a leaking underground storage tank (LUST) removed in 1992 and a supply line release in 1997 at the County boiler house. In response to the releases, information collected by Sigma during the completion of an NR 716 Site Investigation identified low level contaminated soil and groundwater at the site. Based on Sigma’s findings, the WDNR issued site closure upon the completion of soil boring and groundwater monitoring activities for the LUST in 2014 and the supply line release in 2019 (with continuing obligations).
White River Park House Demolition/Tank Removal 2013-2014 As part of establishing a new County park, Sigma performed pre-demolition inspection (asbestos, lead-based paint, and hazardous materials inventory) of a two-story wood frame structure.
Sigma also managed the removal of two 300-gallon fuel storage UST’s conducting a tank system site assessment (TSSA), tank cleaning/removal, and tank waste disposal. Based on low-level fuel oil impacts detected in soil, Sigma negotiated “No Action Required” (NAR) with the WDNR.
County Highway NN Reconstruction 2015-2019 During highway reconstruction initiated in 2015, within CTH-NN right-of-way, soil with a petroleum odor were encountered, during earth moving activities in a roadway segment adjacent to the Aurora Lakeland Medical Clinic property. The County engaged Sigma to provide environmental oversight, investigation, and case closure in accordance with WDNR NR 700 regulations.
The excavated impacted soils were stockpiled, and composite samples revealed the presence of naphthalene and other petroleum constituents that exceeded standards. In response to the impacts, a Phase II ESA was conducted using Sigma’s Geoprobe soil boring equipment to evaluate the decree and extend of impacts for the approximate 0.5-mile roadway and to develop a plan for appropriate soil management. A soil management plan, incorporating landfill disposal and reuse of segregated low-level impacted soil beneath a proposed adjacent recreational trail, was approved by the WDNR.
Construction of an approximate 0.5 mile continued with Sigma field oversight to manage impacted material segregation, stockpiling, while assisting with the transport and disposal to a licensed landfill and the recreational trail area.
The WDNR issued site closure upon completion of the construction project and submittal of soil management documentation.
