About this file
This is a Cost Proposal Form (Form D) submitted by RPS Group, Incorporated in response to RFP #8914-0-2020-BG for Environmental Consulting Services issued by the City of Madison, Wisconsin. The RFP seeks proposals from qualified environmental consulting firms to provide environmental site assessment services on an as-needed basis for land owned or being considered for purchase by the City, as well as for right-of-way construction activities. The cost proposal includes four example scenarios: Phase 1 Environmental Site Assessment (ESA) for a 10,000 square foot former industrial facility; WisDOT Hazardous Material Assessment for a 0.25-mile stretch of county highway; Phase 2 ESA involving seven borings to 10 feet below ground surface, three borings to 15 feet, installation of three groundwater monitoring wells, two rounds of groundwater sampling for volatile organic compounds (VOCs), RCRA metals and polycyclic aromatic hydrocarbons (PAHs), soil sampling analysis, well and boring abandonment, and report preparation; and right-of-way construction oversight for two weeks requiring onsite screening of soils for contamination during utility excavation. The proposal was submitted on February 13, 2020.
RPS Group's pricing for the four example scenarios totals $15,579 for personnel costs alone and $28,330 when including subcontractor costs. The firm provided detailed hourly rate schedules for personnel ranging from $63 for Administrative Assistant positions to $195 for senior leadership roles including Vice President, Senior Vice President, and President positions. Equipment rates include daily charges for specialized field instruments such as photoionization detectors ($100/day), water quality meters ($150/day), and ground penetrating radar ($600/day). Subcontractor rates include drilling services ($2,200-$3,000 per day depending on scope), ground penetrating radar ($600/day), and laboratory analysis rates for various sample types ranging from $60 to $250 per sample. As an umbrella contract, pricing is subject to negotiation and any increases or additions must be agreed upon in writing by both parties prior to project commencement.
