About this file
This is a cost proposal submittal by Short Elliott Hendrickson Inc. (SEH) in response to the City of Madison's Request for Proposals for Environmental Consulting Services (RFP 8914-0-2020-BG). SEH proposes to provide environmental site assessment services on an as-needed basis for properties owned or being considered for purchase by the City of Madison, as well as services related to right-of-way activities during construction. The proposal includes detailed cost estimates for four hypothetical projects: a Phase I Environmental Site Assessment for a 10,000 square foot industrial facility, a WisDOT Hazardous Material Assessment for a 0.25-mile county highway segment at the edge of the City, a Phase II Environmental Site Assessment, and a Right of Way Construction project. The submittal was signed and dated February 14, 2020, by Bruce Olson of SEH, and includes all required forms (Forms A through E) and supporting documentation.
SEH's pricing structure includes hourly billable rates for office and field staff ranging from $55.00 to $265.00 per hour depending on classification and experience level, effective January 1 through December 31, 2020, with an annual 3 percent increase scheduled for July 1 of each year. The proposal specifies unit pricing for on-site environmental services in the Madison metro area, including mobilization at $200 per day, direct push soil borings at $6.00 per foot, and monitoring well installation at $16.00 per foot, among other itemized services. SEH utilizes subcontracted drilling services from On-Site Environmental Services, Inc. and laboratory services from Eurofins TestAmerica, with unit pricing provided for analytical services including VOC analysis at $60.00, PAH analysis at $70.00, and RCRA metals analysis at $90.00. Additional costs include vehicle mileage at the standard IRS rate of $0.57 per mile, equipment rental fees, and reproduction costs. The proposal demonstrates SEH's capacity to handle concurrent projects through identification of multiple personnel under each classification and provides five references including Metro Transit, City of Neenah, Wisconsin Department of Transportation, and private clients.

SHORT ELLIOTT HENDRICKSON INC. ENVIRONMENTAL CONSULTING SERVICES – CITY OF MADISON
The attached spreadsheets detail the billing rates and titles for the SEH personnel that will work on this project.
The rates represent the hourly cost for the personnel based on title and position. We included several personnel under each title to demonstrate that SEH has the capacity to handle several concurrent projects without impacts to the timeline. However, should it become necessary to substitute with personnel not listed on the attached spreadsheet, the billing rates for selected personnel will be reflective of the rates presented.
Billing rates for equipment anticipated to be used for this project are also listed near the bottom of the spreadsheet.
The rates are presented as daily rates and the anticipated costs for the hypothetical project cost estimates are totaled under the “Expenses” column. These costs represent the anticipated total cost to the project.
The project costs assembled for the four hypothetical projects are based solely on the scope of work presented in the Request For Proposal and reflect the typical price
