About this file

This is a professional services proposal submitted by Shannon & Wilson, Inc. to the City of Madison Purchasing Department in response to Request for Proposal #8914-0-2020-BG for Environmental Consulting Services. The proposal was submitted on February 12, 2020, with a deadline of Friday, February 14, 2020 at 2:00 PM CST. The City of Madison Engineering Department seeks qualified environmental consulting firms to provide Phase I Environmental Site Assessments (ASTM E1527-13 or WisDOT FDM 21-35-1), Phase II Environmental Site Assessments and Site Investigations, and Remediation Activities on an as-needed basis for properties owned or being considered for purchase by the City or in the right-of-way during construction activities. This is an umbrella contract with no specific scope of work defined upfront; rather, individual City departments will define scope and request site-specific work plans and cost estimates with not-to-exceed dollar amounts prior to initiating on-site activities. Shannon & Wilson indicated that additional consulting and commodity services beyond Phase I/II ESAs may be required and would be provided on a case-by-case basis through their established network of subcontractors.

Shannon & Wilson's proposal includes comprehensive qualifications documentation demonstrating 66 years of firm experience and over 100 years of combined staff experience. The Madison office, established February 6, 2013, assembled a project team of eight key personnel with specialties ranging from geotechnical engineering to groundwater remediation system design. The firm identified three Madison-based subconsultants including Advanced Health and Safety (asbestos and lead paint inspection), KL Engineering (surveying services), On-site Environmental Services (drilling contractor), and Petroleum Equipment Inc. (tank removal contractor). Shannon & Wilson's Professional Liability insurance coverage is $5,000,000 per claim with $5,000,000 annual aggregate. The proposal referenced five client references with ongoing or recently completed projects, including Archipelago Village LLC (former Mautz Paint Factory redevelopment with Brownfield grant), XTRA Leasing Company (multiple Phase I ESAs nationwide), General Dynamics Ordnance & Tactical Systems (Crab Orchard National Wildlife Refuge Superfund site remedial investigation), US Chrome Corporation (chromium remediation system operations), and DeWitt LLP (environmental due diligence review). Cost proposal was submitted under separate cover as Form D.

RELATIVE PROJECT EXPERIENCE

Phase I Environmental Site Assessment, Cottage Grove Road, Madison | Wisconsin Performed a Phase I ESA for a former dairy farm in southern Wisconsin that included identifying an underground storage tank, two dump areas, adjacent former landfill, wetlands, and various chemicals.

UST and PCB Releases, Former Manufacturing Facility | Madison, Wisconsin Project Manager for resolving environmental issues at a manufacturing facility over 100 years old. From historical documents, petroleum UST locations were identified, and tank removal was accomplished. One release achieved risk-based regulatory closure. A second release with groundwater contamination was addressed with injection of an oxygen releasing compound to accelerate natural attenuation processes. Groundwater contaminant concentrations declined below enforcement standards and regulatory closure was achieved. Also oversaw PCB investigation in accordance with TSCA regulations that included sampling of machinery oil and concrete floors. One area was above federal regulatory levels and was addressed by concrete removal and landfill disposal. A liability clarification was obtained for off-site chlorinated solvent contamination that had migrated onto the property. The timely work allowed a large real estate transaction to be completed.

Fuel Oil Cleanup, Wilson Street | Madison, Wisconsin Project Manager for a fuel oil release discovered during foundation work for a downtown Madison condominium project.

Expedited response for sample analysis and landfill disposal so that the construction schedule was met for the developer.

Determined release was from adjacent property and obtained liability release for the site owner.

Petroleum Contaminated Soils | City of Richland Center, Wisconsin Project Manager to investigate petroleum contamination in city right-of-way as mandated by the Wisconsin Department of Natural Resources. Regulatory closure achieved for the City of Richland Center.

Phase II Environmental Site Assessment, Former Furniture Manufacturer | Jefferson, Wisconsin Obtained a state brownfield grant for the site. Work included a Phase II investigation, PCB survey, lead survey, and demolition survey. It was also determined that an adjacent gasoline station was not impacting the property.

Farm Tank Release | Palmyra, Wisconsin Project Manager for an aboveground storage tank (AST) fuel release at a rural farm. Completed site investigation and obtained risk based regulatory closure.

Bulk Fuel Facility Release | Princeton, Wisconsin Project Manager for a former bulk petroleum aboveground storage tank facility. Released products included gasoline, diesel, and kerosene. Remedial excavation and natural attenuation monitoring lead to regulatory closure under the PECFA reimbursement program.

Phase I and Phase II Environmental Site Assessments, Abandoned Industrial Property | Chicago, Illinois Performed a Phase I ESA for an abandoned industrial property on the south side of Chicago that led to Phase II ESA. Soil and groundwater sampling were conducted to evaluate steel foundry waste, USTs, and a leaking drum.

Fuel Facility Cleanup, Cook County Highway Department | Blue Island, Illinois Resident engineer for large remedial excavation of diesel and gasoline contaminated soils at a Cook County Highway Department maintenance and fueling facility.

Phase II Environmental Site Assessment, Manufacturing Facility | Aurora, Illinois Performed Phase II investigation and oversaw remedial excavation for a hydraulic oil spill at a current manufacturing facility.

LUST Sites, Illinois State Toll Highway Authority | Northern Illinois Project manager for investigation and cleanup activities conducted at 22 leaking UST sites. Releases included gasoline, diesel, and waste oil. Conducted field investigation of soil and groundwater and oversight of soil excavation. Prepared monetary claims for the Illinois LUST Fund with nearly 100% of eligible costs reimbursed. Regulatory closure achieved at most sites within three years and many under one year.
