About this file
This is a cost proposal form submitted by SCS Engineers for an environmental consulting services contract with the City of Madison Engineering Division in Wisconsin (RFP #8482-0-2020-BG). The proposal provides detailed pricing for four example service scenarios: Phase 1 Environmental Site Assessment (ESA) for a 10,000 square foot former industrial facility; Wisconsin Department of Transportation (WisDOT) Hazardous Materials Assessment for a 0.25-mile stretch of county highway; Phase 2 ESA involving seven borings to 10 feet below ground surface, three borings to 15 feet, installation and development of three groundwater wells, two rounds of groundwater sampling for volatile organic compounds (VOCs), RCRA metals and polycyclic aromatic hydrocarbons (PAHs), soil sample collection and analysis, well abandonment per NR 141 standards, and report preparation; and Right-of-Way Construction Oversight requiring an engineer or hydrogeologist on-site for six hours daily over 10 consecutive working days to screen soils for contamination during utility excavation. The grand total cost for all four example scenarios is $29,360, with individual scenario costs ranging from $2,391 to $15,190.
SCS Engineers' pricing structure includes hourly labor rates ranging from $72 to $200 depending on personnel category and seniority, with field professionals offered at a discounted rate of $90 per hour. The company applies a 10 percent markup on subcontracted work such as laboratory analysis, drilling services, and utility locating. Laboratory analytical costs for VOC analysis via method TO-15 are estimated at $200 to $210 per sample. SCS rates are valid through the remainder of 2020, with potential annual increases of up to 3 percent for subsequent contract years. The proposal includes a comprehensive equipment and expense fee schedule covering groundwater monitoring equipment, pumps, personal protective equipment, soil sampling apparatus, surveying tools, and miscellaneous items. The contract operates on an as-needed basis with site-specific work plans and cost estimates to be provided prior to initiation of activities, with the City retaining authority to approve any pricing increases or additions in writing.

SCS Cost Proposal SCS’s Cost Proposal includes the following:
1. A budget spreadsheet indicating hours and rates for each labor category, as well as subcontracted work for each of the four requested scenarios included in Section 3.3 of the RFP.
2. SCS Fee schedule for labor, equipment, and expenses to be used for time and materials billings.
Notes
1. SCS adjusts its rates annually. The rates provided in the attached fee schedule are valid for the balance of 2020. SCS may request approval for a rate increase of up to 3 percent for each subsequent year of the contract.
2. SCS marks up subcontracted work 10 percent.
3. SCS’s contracted laboratories provide competitive unit pricing for small projects based on an annual rate schedule. Drilling and other subcontracted work is quoted on a per job basis.
4. Currently, laboratory analytical costs (including sample canisters) for analysis of the full list of volatile organic compounds (VOCs) in air/vapor via method TO-15 is in the range of $200 to $210 per sample.
Cost Scenario Assumptions
1. Phase 1 ESA
• Information to be reviewed is obtainable within reasonable time and cost constraints. The information is available from the source within 20 calendar days of the request for the information.
• Regulatory file reviews to determine if a Recognized Environmental Condition (REC) exists on the Property in connection with listings is completed within 2 hours. A summary of pertinent information and copies of selected documents are included in the report.
• The City of Madison supplies an environmental lien search of the Property. If SCS completes the lien search, the cost will be $110 per deed.
• Access to the Property is arranged by the Client. The Property inspection is completed in one day during normal business hours, and a knowledgeable person familiar with the site usage and history provides unrestricted access to the land and all structures on the Property.
• Client is the designated User. Upon written request from the Client, SCS provides a standard reliance letter allowing use of the report to one additional entity. Additional reliance letters or letters requiring negotiation of conditions are provided at cost using SCS’s standard rates.

2. WisDOT Hazardous Materials Assessment
• The corridor is located in a semi-rural area with some commercial development but no industrial properties.
• City staff coordinate contacts for property inspections as necessary.
3. Phase 2 ESA
• The drilling and well installation will be completed within one day.
• On-site underground utilities not located by Digger’s Hotline will be located and marked by the Client or the Client’s representative. Client assumes the responsibility for any damage resulting from damage to on-site utilities that are inaccurately or incompletely marked. At the Client’s request, we can arrange for a private utility locating service to locate the underground utilities on the property itself. Private locating costs are not included.
• Soil borings will be drilled using a geoprobe with hollow-stem auger capability. Standard 2-inch PVC monitoring wells will be constructed in compliance with NR 141 requirements and finished with flush mounted covers.
• Three drums of soil cuttings will be generated for non-hazardous disposal.
• Well development and purge water is non-hazardous and will be disposed at the Madison Metropolitan Sewerage District wastewater treatment plant.
• The wells will be allowed to rest following development, and separate mobilizations will be required for each of the two sampling rounds and for well abandonment at the completion of the project.
• The City will provide an elevation benchmark within 200 feet of the property boundary.
• Samples will be analyzed on a standard 10-business-day turnaround.
• The report will include the following:
– Description of sampling activities and laboratory analysis
– WDNR soil boring logs and abandonment forms
– Tabulated results of laboratory chemical analysis performed on soil and groundwater samples
– Site location map
– Site figure with boring locations
– Two water table contour maps
– Recommendations for additional investigation or remediation, if necessary
• WDNR review fees are not included.
4. Right-of-Way Construction Oversight
• An SCS field geologist or engineer will be on site for six continuous hours per day over 10 consecutive working days. An average of 7 hours per day for the field person is assumed to allow for health and safety preparations, travel from the office to the work site and return trip, daily scanning of field notes and sketches, photo downloads and captions, and assistance with report preparation.
• No laboratory samples will be collected.
• The normal PID rental rate of $75/day will be discounted to $225/week.
• The City will provide construction drawings for marking sample locations and areas of contamination, etc.
