About this file

This is a cost proposal submitted by TRC Environmental Corporation to the City of Madison, Wisconsin Engineering Division in response to RFP #8914-0-2020-BG for environmental consulting services. The proposal was prepared on February 14, 2020, and provides pricing for an umbrella contract under which TRC would provide environmental site assessment services on an as-needed basis for properties owned or being considered for purchase by the City, as well as services during right-of-way construction activities. The proposal includes four example scenarios with defined scopes of work: Phase 1 Environmental Site Assessment for a 10,000 square foot former industrial facility; WisDOT Hazardous Material Assessment for a 0.25-mile stretch of county highway; Phase 2 Environmental Site Assessment including soil borings, groundwater monitoring wells, laboratory sampling and analysis; and Right-of-Way Construction Oversight for utility excavation screening. Each example scenario includes detailed assumptions regarding site access, timeline, equipment availability, and potential limitations such as weather delays or unsafe conditions.

The grand total not-to-exceed cost for all four example projects is $31,517.48, with individual project costs ranging from $2,610.47 for the Phase 1 ESA to $13,892.22 for the Phase 2 ESA. Labor costs are based on a tiered rate schedule effective through December 31, 2020, ranging from $68.46 per hour for Field Technicians to $190.46 per hour for Contract Managers. The proposal includes detailed breakdowns of labor, subcontract costs (including laboratory services and equipment rentals), and direct expenses such as vehicle mileage, equipment rentals, meals, and fuel. A 10 percent markup is applied to non-labor costs and expenses, though this markup does not apply to equipment and laboratory unit rates. The proposal includes comprehensive equipment rate tables for various monitoring and sampling equipment available on a daily or weekly basis, with rates effective through December 31, 2020, subject to annual calendar year escalation for future invoicing.

02/14/2020 | Proposal No. 379886 Madison, WI 1

City of Madison

Form D – Cost Proposal Assumptions

1.0 Phase 1 Environmental Site Assessment

Example scenario 1 is to complete a Phase 1 ESA for a 10,000 square foot (sq ft) former industrial facility.

Budget Assumptions

Access to the Site and all on-site structures will be coordinated by the Client or Client representative;

The Site visit can be conducted in two hours by one TRC professional;

The review of pertinent Site or adjoining property regulatory files or records can be completed within 2 hours;

Regulatory files for the Site and/or adjoining properties will be available digitally and fees for reproductions will not be required;

The search for environmental lien and activity and use limitations (AULs) will be performed by the Client and provided to TRC for review and incorporation into the Phase I ESA; and

No delays beyond TRC’s control will be encountered in performing the scope of services such as unforeseen travel circumstances, inclement weather, and conditions deemed unsafe by TRC personnel, etc.

2.0 WisDOT Hazardous Materials Assessment

Example scenario 2 is to complete a WisDOT Hazardous Material Assessment for a 0.25-mile stretch of county highway at the edge of the City.

Budget Assumptions

WDNR files are available online for BRRTS sites and file reviews at the WDNR are not required;

The Site visit can be conducted in two hours by one TRC professional;

The review of pertinent Site or adjoining property regulatory files or records can be completed within 2 hours;

An allowance of up to $200 is included for the costs to obtain historical aerial photographs;

Sanborn fire insurance maps are not available for this highway corridor;

No significant property acquisitions are planned, and the reconnaissance will be performed from the county highway right-of-way; and

No delays beyond TRC’s control will be encountered in performing the scope of services such as unforeseen travel circumstances, inclement weather, and conditions deemed unsafe by TRC personnel, etc.

Madison, WI 2

3.0 Phase 2 Environmental Site Assessment

Example scenario 3 is to complete a Phase 2 Environmental Site Assessment: Assume 7 borings to 10 feet bgs, 3 borings to 15 feet, installation/development of 3 groundwater wells in the deeper borings, 2 rounds of groundwater sampling for VOCs/RCRA metals/PAHs, collection and analysis of two soil samples per boring for RCRA metals/VOCs/PCBs, abandonment of borings/wells per NR 141, report preparation and submittal to DNR for review. Include all costs typically associated with a Phase 2 ESA, including laboratory costs, creating site maps, surveying, project oversight, coordination with the DNR project manager, etc.

Budget Assumptions

A site-specific Health and Safety Plan will be prepared by TRC prior to the commencement of field activities;

Access to the Site and all on-site structures will be coordinated by the Client or Client representative;

Standard 10-day turnaround time with laboratory;

Field work includes up to three eight-hour days by one TRC project engineer/geologist to complete soil sampling and two rounds of groundwater sampling;

NR 141 compliant groundwater monitoring wells are not necessary for the Phase 2 ESA. A variance from the DNR to use small diameter temporary monitoring wells will be submitted and approved prior to installation. The temporary wells will be constructed such that they can be left in place to collect the two rounds of groundwater sampling;

Wells will produce a sufficient volume of groundwater for the required analyses;

Groundwater samples will be collected using a peristaltic pump or bailer, low-flow stabilization is not required prior to sample collection;

Groundwater samples for metals analysis will be filtered in the field;

Investigation derived waste will be left on-site;

One duplicate sample will be submitted for analysis for each round of groundwater sampling;

All on-site work will be performed in Level D personal protective equipment;

Temporary monitoring wells will be abandoned by the drilling subcontractor; no oversight by TRC is proposed; and

No delays beyond TRC’s control will be encountered in performing the scope of services such as unforeseen travel circumstances, inclement weather, and conditions deemed unsafe by TRC personnel, etc.

4.0 Construction Oversight

Example Scenario 4 is to complete right of way construction oversight: Assume a two-week project that requires an engineer or hydrogeologist is onsite for 6 hours a day, 5 days a week to screen soils for contamination associated with utility excavation in the right of way. Costs should include a simple post-construction report with photos and a marked-up map, as well as any associated project management.

Madison, WI 3

Budget Assumptions

A site-specific Health and Safety Plan will be prepared by TRC prior to the commencement of field activities;

10 days have been budgeted for field-screening of potentially contaminated soil. On-site time will be as required by the contractor’s schedule but TRC assumes 6-hour days plus travel time (estimated at 15 minutes one way) for the onsite engineer and/or hydrogeologist;

Project plans, Special Provisions, and previous reports will be provided to TRC for review prior to commencement of oversight activities;

Previous investigative work has been completed along the right of way corridor and Special Provisions provide details for areas of concern and contaminated soil management.

Laboratory analytical data is available and representative of soil requiring offsite disposal and waste profile coordination and approvals will be completed by the City;

Railroad Protective Liability Insurance (RPLI) is not required;

Impacted groundwater will not be encountered during construction.

Agency submittals, if required, will be completed by the City;

All on-site work will be performed in Level D personal protective equipment; and

No delays beyond TRC’s control will be encountered in performing the scope of services such as unforeseen travel circumstances, inclement weather, and conditions deemed unsafe by TRC personnel, etc.
