About this opportunity

The Pinellas County School District is soliciting sealed electronic bids for the procurement of classroom and office supplies through an Invitation to Bid (ITB) process. The solicitation encompasses 104 line items organized into two categories: Classroom Paper Supplies (36 items including chart pads, composition books, envelopes, file folders, index cards, labels, legal pads, and tape) and Office Supplies (68 items including binders, clips, markers, pens, pencils, rulers, staplers, and tape dispensers). Estimated annual quantities range from 50 to 6,000 units depending on the item. All deliveries must be made to the Walter Pownall Service Center in Largo, Florida, within ten calendar days of order receipt during regular school year hours (Monday-Friday, 8:00 am to 4:30 pm, with warehouse receiving from 6:30 am to 2:00 pm). Electronic bids must be submitted via the District's OpenGov Procurement portal at https://procurement.opengov.com/portal/PCSB no later than 3:00 pm on Thursday, April 30, 2026, with the portal's clock serving as the official timekeeper. The District will evaluate bids between April 30 and May 20, 2026, with a Notice of Intent to Award posted on or about June 2, 2026, and School Board approval estimated for June 9, 2026. All required forms must be completed and submitted, including a Prohibition Against Coercion for Labor and Services Affidavit, Statement of Principal Place of Business, Sworn Statement regarding public entity crimes, Drug Free Workplace Certification, and Debarment Form AD-1048. Bidders must also demonstrate E-Verify compliance and Level 2 background screening under the Jessica Lunsford Act for any personnel with access to school grounds or students. The District reserves the right to award by line item, by section, or by aggregate total, whichever is most advantageous, and bidders must bid on all items for aggregate total awards or risk having their bid deemed non-responsive. Prices and discounts must remain firm throughout the contract period and include all freight and handling charges, with standard packaging specifications required unless the bidder clearly takes exception.

Florida businesses receive a 5 percent preference if the lowest bid is from an out-of-state supplier whose state does not grant preferences to Florida businesses. All bidders must maintain insurance coverage meeting specified requirements, with General Liability Insurance minimums of $1,000,000 per occurrence and $2,000,000 general aggregate for projects under $500,000; the School Board must be listed as both "Additional Insured" and "Certificate Holder" on all policies. Contractors must obtain Certificates of Insurance within ten working days of contract award. The contract period runs from June 10, 2026, through June 9, 2027, with an approximate contract value of $330,000 annually. The District may unilaterally extend the contract for up to three additional 30-day periods at the same terms and conditions, and by mutual consent may renew for two additional one-year periods. A price escalation/de-escalation provision is permitted at renewal periods, limited to the previous year's Consumer Price Index for All Urban Consumers (CPI-U) change, with written notice required 60 days prior to contract expiration. Any person adversely affected by a District decision may file a written notice of protest within 72 hours of bid tabulation posting, followed by a formal written protest within 10 days, with protest bonds required in amounts equal to one percent of the total estimated contract value (minimum $500, maximum $5,000).
