About this file
This is a sample label template document for the Pinellas County School District's sealed electronic bid solicitation for classroom and office supplies. The Pinellas County School District is soliciting bids for 104 line items across two categories: Classroom Paper Supplies (36 items including chart pads, composition books, envelopes, file folders, index cards, labels, legal pads, and tape) and Office Supplies (68 items including binders, clips, markers, pens, pencils, rulers, staplers, and tape dispensers). Electronic bids must be submitted via the District's OpenGov Procurement portal no later than 3:00 pm on Thursday, April 30, 2026. All deliveries must be made to the Walter Pownall Service Center in Largo, Florida, within ten calendar days of order receipt during regular school year hours (Monday-Friday, 8:00 am to 4:30 pm). The District will evaluate bids between April 30 and May 20, 2026, with a Notice of Intent to Award posted on or about June 2, 2026, and School Board approval estimated for June 9, 2026. The contract period runs from June 10, 2026, through June 9, 2027, with an approximate annual contract value of $330,000. The District may unilaterally extend the contract for up to three additional 30-day periods at the same terms and conditions, and by mutual consent may renew for two additional one-year periods.
Prices and discounts must remain firm throughout the contract period and include all freight and handling charges. Florida businesses receive a 5 percent preference if the lowest bid is from an out-of-state supplier whose state does not grant preferences to Florida businesses. Bidders must bid on all items for aggregate total awards or risk having their bids deemed non-responsive. All bidders must maintain General Liability Insurance with minimums of $1,000,000 per occurrence and $2,000,000 general aggregate, with the School Board listed as both "Additional Insured" and "Certificate Holder." Contractors must obtain Certificates of Insurance within ten working days of contract award. All required forms must be completed and submitted, including affidavits related to labor coercion, public entity crimes, drug-free workplace certification, debarment status, E-Verify compliance, and Level 2 background screening under the Jessica Lunsford Act for any personnel with access to school grounds or students. A price escalation/de-escalation provision is permitted at renewal periods, limited to the previous year's Consumer Price Index for All Urban Consumers (CPI-U) change, with written notice required 60 days prior to contract expiration.
