About this opportunity
Trinity County is procuring landscaping services as a multi-prime component of a comprehensive Asset Protection Project designed to protect county properties from seasonal stormwater flooding. The County is soliciting sealed bids for landscaping work only, with the broader project encompassing barrier walls, berms, hardscape, flood gates, underground utility reconfiguration, and pump systems across multiple county facilities located at 500, 530, 550, and 600 Union Avenue; 500, 510, 512, 520, and 530 Clay Street; 501 and 509 Delaware Street; and 501 Texas Street, along with adjacent driveways and parking areas. The landscaping scope includes planting irrigation systems, planting installations, sod lawn, and demolition of existing irrigation systems, with design specifications established by Mead & Hunt, Inc. (civil, structural, and mechanical engineers) and WRA, Inc. (landscaping specialist). Contractors must achieve substantial completion within 231 calendar days from the Notice to Proceed, with final completion required within 30 days thereafter, and must comply with the approved Intermediate Final Construction drawing sets prepared by the Building Division. A mandatory pre-bid conference is scheduled for February 19, 2026, at 10:00 a.m. at the County Administration Center; sealed bids are due by 2:00 p.m. on March 9, 2026, submitted via the Solano County OpenGov E-Procurement Portal. All contractors and subcontractors must be registered with the California Department of Industrial Relations, maintain current contractor's licenses at time of bid submission, and comply with Davis-Bacon Act prevailing wage requirements and FEMA compliance measures, as the project is federally funded through OES/FEMA. Evaluation criteria include technical capability, cost, and compliance with federal and state requirements, with liquidated damages of $2,000 per calendar day applying for delays beyond the contract completion date.
The procurement is restricted to contractors licensed and registered to perform construction services in California and compliant with federal procurement standards under Title 2 CFR 200.318-200.326 for FEMA-funded projects. No incumbent vendors or current contractors are referenced, as this represents a new competitive solicitation. Bidders must submit a 10 percent bid bond or certified check with their proposal and, upon award, furnish performance and payment bonds equal to 100 percent of the contract amount plus a one-year warranty bond for 10 percent of the final contract price. The contract does not become effective until all certificates of insurance, business and professional licenses, and applicable certifications are on file with the County; contractors must maintain Workers' Compensation and Commercial General Liability insurance throughout the contract period. A 5 percent retainage will be held from progress payments until 35 days after the Notice of Completion is filed, with progress payments made monthly at 95 percent of approved work in place. While specific budget or award values are not disclosed in the procurement documents, the project scope, multi-phase construction schedule extending from March 2026 through November 2026, and requirement for comprehensive landscaping, irrigation, and site preparation work across multiple large county properties suggest a substantial contract value consistent with federally funded flood mitigation infrastructure projects.
