About this file
This is an Intermediate Final Construction (IFC) drawing set document prepared by the Building Division for Trinity County's Asset Protection Project, a comprehensive flood mitigation initiative designed to protect county properties from seasonal stormwater flooding. The landscaping component of this multi-prime procurement includes planting irrigation systems, planting installations, sod lawn work, and demolition of existing irrigation systems across multiple county facilities located at 500, 530, 550, and 600 Union Avenue; 500, 510, 512, 520, and 530 Clay Street; 501 and 509 Delaware Street; and 501 Texas Street, along with adjacent driveways and parking areas. The design specifications were established by Mead & Hunt, Inc. (civil, structural, and mechanical engineers) and WRA, Inc. (landscaping specialist). A mandatory pre-bid conference is scheduled for February 19, 2026, at 10:00 a.m. at the County Administration Center, with sealed bids due by 2:00 p.m. on March 9, 2026, submitted via the Solano County OpenGov E-Procurement Portal. Contractors must achieve substantial completion within 231 calendar days from the Notice to Proceed, with final completion required within 30 days thereafter.
All contractors and subcontractors must be registered with the California Department of Industrial Relations, maintain current contractor's licenses at time of bid submission, and comply with Davis-Bacon Act prevailing wage requirements. The project is federally funded through OES/FEMA, requiring compliance with federal procurement standards under Title 2 CFR 200.318-200.326. Bidders must submit a 10 percent bid bond or certified check with their proposal and, upon award, furnish performance and payment bonds equal to 100 percent of the contract amount plus a one-year warranty bond for 10 percent of the final contract price. Progress payments will be made monthly at 95 percent of approved work in place, with a 5 percent retainage held until 35 days after the Notice of Completion is filed. Liquidated damages of $2,000 per calendar day apply for delays beyond the contract completion date. The contract does not become effective until all certificates of insurance, business and professional licenses, and applicable certifications are on file with the County.
