About this file
This is a pre-bid conference presentation document for Trinity County, California's Asset Protection Project, a comprehensive multi-prime procurement designed to protect county properties from seasonal stormwater flooding. The project encompasses landscaping services along with barrier walls, berms, hardscape, flood gates, underground utility reconfiguration, and pump systems across multiple county facilities located at 500, 530, 550, and 600 Union Avenue; 500, 510, 512, 520, and 530 Clay Street; 501 and 509 Delaware Street; and 501 Texas Street, including adjacent driveways and parking areas. The landscaping scope includes planting irrigation systems, planting installations, sod lawn, and demolition of existing irrigation systems. A mandatory pre-bid conference was held on February 19, 2026, with sealed bids due by 2:00 p.m. on March 9, 2026, submitted via the Solano County OpenGov E-Procurement Portal. Contractors must achieve substantial completion within 231 calendar days from the Notice to Proceed, with final completion required within 30 days thereafter, and must comply with Intermediate Final Construction drawing sets prepared by Mead & Hunt, Inc. and WRA, Inc.
All contractors and subcontractors must be registered with the California Department of Industrial Relations and maintain current California contractor licenses at bid submission. The project is federally funded through OES/FEMA, requiring compliance with Davis-Bacon Act prevailing wage requirements and FEMA compliance measures under Title 2 CFR 200.318-200.326. Bidders must submit a 10 percent bid bond or certified check with their proposal and furnish performance and payment bonds equal to 100 percent of the contract amount plus a one-year warranty bond for 10 percent of the final contract price upon award. Liquidated damages of $2,000 per calendar day apply for delays beyond the contract completion date. A 5 percent retainage will be held from progress payments until 35 days after the Notice of Completion is filed, with monthly progress payments made at 95 percent of approved work in place. Contractors must maintain Workers' Compensation and Commercial General Liability insurance throughout the contract period, and the contract does not become effective until all certificates of insurance, business and professional licenses, and applicable certifications are on file with the County.
