About this file
This is a pre-bid conference presentation document for Trinity County's Asset Protection Project, a comprehensive stormwater flood mitigation initiative. The project encompasses protection measures for county properties located at multiple addresses along Union Avenue, Clay Street, Delaware Street, and Texas Street in California, including barrier walls, berms, hardscape, flood gates, underground utility reconfiguration, and pump systems. The landscaping component specifically addresses planting irrigation systems, planting installations, sod lawn work, and demolition of existing irrigation systems across these multiple county facilities and adjacent driveways and parking areas. The mandatory pre-bid conference was held on February 19, 2026, with sealed bids due by 2:00 p.m. on March 9, 2026, submitted through the Solano County OpenGov E-Procurement Portal. Contractors must achieve substantial completion within 231 calendar days from the Notice to Proceed, with final completion required within 30 days thereafter. The project scope is divided into multiple prime components, with this particular solicitation limited to landscaping services only.
The project is federally funded through OES/FEMA, requiring compliance with Davis-Bacon Act prevailing wage requirements and federal procurement standards under Title 2 CFR 200.318-200.326. All contractors and subcontractors must be registered with the California Department of Industrial Relations and maintain current contractor's licenses at the time of bid submission. Bidders must submit a 10 percent bid bond or certified check with proposals and furnish performance and payment bonds equal to 100 percent of the contract amount plus a one-year warranty bond for 10 percent of the final contract price upon award. Liquidated damages of $2,000 per calendar day apply for delays beyond the contract completion date. Progress payments are made monthly at 95 percent of approved work in place, with a 5 percent retainage held until 35 days after the Notice of Completion is filed. The contract does not become effective until all certificates of insurance, business and professional licenses, and applicable certifications are on file with the County. Design specifications were established by Mead & Hunt, Inc. and WRA, Inc., with work subject to the approved Intermediate Final Construction drawing sets.
