About this file
This is an Intermediate Final Construction (IFC) drawing set document prepared by the Building Division for Trinity County's Asset Protection Project, a comprehensive stormwater flood mitigation initiative involving multiple county facilities. The landscaping component of this multi-prime procurement encompasses planting irrigation systems, planting installations, sod lawn installation, and demolition of existing irrigation systems across seven locations: 500, 530, 550, and 600 Union Avenue; 500, 510, 512, 520, and 530 Clay Street; 501 and 509 Delaware Street; and 501 Texas Street, including adjacent driveways and parking areas. The design specifications were developed by Mead & Hunt, Inc. (civil, structural, and mechanical engineers) and WRA, Inc. (landscaping specialist). A mandatory pre-bid conference is scheduled for February 19, 2026, at 10:00 a.m. at the County Administration Center, with sealed bids due by 2:00 p.m. on March 9, 2026, submitted through the Solano County OpenGov E-Procurement Portal. Contractors must achieve substantial completion within 231 calendar days from the Notice to Proceed, with final completion required within 30 days thereafter.
The project is federally funded through the Governor's Office of Emergency Services (OES) and the Federal Emergency Management Agency (FEMA), requiring compliance with Davis-Bacon Act prevailing wage requirements and federal procurement standards under Title 2 CFR 200.318-200.326. All contractors and subcontractors must be registered with the California Department of Industrial Relations and maintain current California contractor licenses at the time of bid submission. Bidders must submit a 10 percent bid bond or certified check with their proposal and furnish performance and payment bonds equal to 100 percent of the contract amount plus a one-year warranty bond for 10 percent of the final contract price upon award. Liquidated damages of $2,000 per calendar day apply for delays beyond the contract completion date. Progress payments are made monthly at 95 percent of approved work in place, with 5 percent retainage held until 35 days after the Notice of Completion is filed. Contractors must maintain Workers' Compensation and Commercial General Liability insurance throughout the contract period, and the contract becomes effective only after all certificates of insurance, business and professional licenses, and applicable certifications are on file with the County.
