About this file
This is a Pre-Bid Conference Sign-In Sheet for Trinity County's Asset Protection landscaping procurement. The document records attendees at the mandatory pre-bid conference held on February 19, 2026, at 10:00 a.m. at the County Administration Center. The project involves landscaping services as part of a comprehensive multi-prime Asset Protection Project designed to protect county properties from seasonal stormwater flooding across multiple facilities located at 500, 530, 550, and 600 Union Avenue; 500, 510, 512, 520, and 530 Clay Street; 501 and 509 Delaware Street; and 501 Texas Street, along with adjacent driveways and parking areas. The landscaping scope includes planting irrigation systems, planting installations, sod lawn, and demolition of existing irrigation systems. Sealed bids are due by 2:00 p.m. on March 9, 2026, submitted via the Solano County OpenGov E-Procurement Portal. Contractors must achieve substantial completion within 231 calendar days from the Notice to Proceed, with final completion required within 30 days thereafter.
Bidders must submit a 10 percent bid bond or certified check with their proposal and, upon award, furnish performance and payment bonds equal to 100 percent of the contract amount plus a one-year warranty bond for 10 percent of the final contract price. All contractors and subcontractors must be registered with the California Department of Industrial Relations, maintain current contractor's licenses at time of bid submission, and comply with Davis-Bacon Act prevailing wage requirements. The project is federally funded through OES/FEMA, requiring compliance with federal procurement standards under Title 2 CFR 200.318-200.326. A 5 percent retainage will be held from monthly progress payments made at 95 percent of approved work in place until 35 days after the Notice of Completion is filed. Liquidated damages of $2,000 per calendar day apply for delays beyond the contract completion date. Evaluation criteria include technical capability, cost, and compliance with federal and state requirements.
