About this file
This is a preliminary technical drawing document for the City of Fairfield and County of Solano depicting a temporary sewer bypass plan as part of the Justice Campus Asset Protection project. The drawing, created in February 2026, illustrates sanitary sewer bypass provisions at a horizontal scale of 1 inch equals 30 feet and serves as a component of the broader multi-phase Asset Protection Project designed to protect county properties from seasonal stormwater flooding. The project encompasses barrier walls, berms, landscaping, hardscape, flood gates, underground utility reconfiguration, and pump systems across multiple county facilities. The landscaping scope of work includes planting irrigation systems, planting installations, sod lawn, and demolition of existing irrigation systems, with design specifications established by Mead & Hunt, Inc. and WRA, Inc. Contractors must achieve substantial completion within 231 calendar days from the Notice to Proceed, with final completion required within 30 days thereafter. A mandatory pre-bid conference is scheduled for February 19, 2026, at 10:00 a.m., with sealed bids due by 2:00 p.m. on March 9, 2026, submitted via the Solano County OpenGov E-Procurement Portal.
All contractors and subcontractors must be registered with the California Department of Industrial Relations, maintain current contractor's licenses at the time of bid submission, and comply with Davis-Bacon Act prevailing wage requirements and FEMA compliance measures, as the project is federally funded through OES/FEMA. Bidders must submit a 10 percent bid bond or certified check with their proposal and, upon award, furnish performance and payment bonds equal to 100 percent of the contract amount plus a one-year warranty bond for 10 percent of the final contract price. A 5 percent retainage will be held from progress payments until 35 days after the Notice of Completion is filed, with progress payments made monthly at 95 percent of approved work in place. Liquidated damages of $2,000 per calendar day will apply for delays beyond the contract completion date. The contract does not become effective until all certificates of insurance, business and professional licenses, and applicable certifications are on file with the County, and contractors must maintain Workers' Compensation and Commercial General Liability insurance throughout the contract period.
