About this file
This is a pre-bid conference sign-in sheet for Trinity County's Asset Protection - Landscaping project, a federally funded stormwater flood mitigation initiative in California. The landscaping scope encompasses planting irrigation systems, planting installations, sod lawn work, and demolition of existing irrigation systems across multiple county facilities located at Union Avenue, Clay Street, Delaware Street, and Texas Street, along with adjacent driveways and parking areas. A mandatory pre-bid conference was held on February 19, 2026, at 10:00 a.m. at the County Administration Center, with sealed bids due by 2:00 p.m. on March 9, 2026, submitted through the Solano County OpenGov E-Procurement Portal. Contractors must achieve substantial completion within 231 calendar days from the Notice to Proceed, with final completion required within 30 days thereafter, in accordance with design specifications established by Mead & Hunt, Inc. and WRA, Inc.
All contractors and subcontractors must be registered with the California Department of Industrial Relations and maintain current California contractor's licenses at bid submission. The project is federally funded through OES/FEMA, requiring compliance with Davis-Bacon Act prevailing wage requirements and federal procurement standards under Title 2 CFR 200.318-200.326. Bidders must submit a 10 percent bid bond or certified check with their proposal and furnish performance and payment bonds equal to 100 percent of the contract amount plus a one-year warranty bond for 10 percent of the final contract price. A 5 percent retainage will be held from monthly progress payments at 95 percent of approved work in place until 35 days after Notice of Completion is filed. Liquidated damages of $2,000 per calendar day apply for delays beyond the contract completion date, and contractors must maintain Workers' Compensation and Commercial General Liability insurance throughout the contract period.
