About this file
This is an Intermediate Final Construction (IFC) drawing set prepared by the Building Division for Trinity County's Asset Protection Project, a comprehensive stormwater flood mitigation initiative. The project encompasses landscaping services across multiple county facilities located at 500, 530, 550, and 600 Union Avenue; 500, 510, 512, 520, and 530 Clay Street; 501 and 509 Delaware Street; and 501 Texas Street, along with adjacent driveways and parking areas. The landscaping scope includes planting irrigation systems, planting installations, sod lawn, and demolition of existing irrigation systems, with design specifications established by Mead & Hunt, Inc. and WRA, Inc. A mandatory pre-bid conference is scheduled for February 19, 2026, at 10:00 a.m. at the County Administration Center, with sealed bids due by 2:00 p.m. on March 9, 2026, submitted via the Solano County OpenGov E-Procurement Portal. Contractors must achieve substantial completion within 231 calendar days from the Notice to Proceed, with final completion required within 30 days thereafter, reflecting a construction schedule extending from March 2026 through November 2026.
Bidders must submit a 10 percent bid bond or certified check with their proposal and, upon award, furnish performance and payment bonds equal to 100 percent of the contract amount plus a one-year warranty bond for 10 percent of the final contract price. All contractors and subcontractors must be registered with the California Department of Industrial Relations, maintain current contractor's licenses at time of bid submission, and comply with Davis-Bacon Act prevailing wage requirements. The project is federally funded through the Governor's Office of Emergency Services (OES) and the Federal Emergency Management Agency (FEMA), requiring compliance with federal procurement standards under Title 2 CFR 200.318-200.326. A 5 percent retainage will be held from progress payments until 35 days after the Notice of Completion is filed, with progress payments made monthly at 95 percent of approved work in place. Liquidated damages of $2,000 per calendar day apply for delays beyond the contract completion date. Contractors must maintain Workers' Compensation and Commercial General Liability insurance throughout the contract period, and the contract does not become effective until all certificates of insurance, business and professional licenses, and applicable certifications are on file with the County.
