About this file
This is Addendum 5 to the landscaping component of the Asset Protection Project issued by the Solano County Department of General Services, Capital Projects Management Division. The addendum modifies the original bid documents dated February 10, 2026, for landscaping work at the Asset Protection Project located at 550/600 Union Avenue, Fairfield, California 94533. The project scope includes planting, irrigation systems, sod lawn installation, and demolition of existing irrigation systems designed to protect county properties from seasonal stormwater flooding. The addendum revises the project completion timeline to 314 calendar days from the Notice to Proceed and extends the bid submission deadline to 2:00 PM local time on March 20, 2026, via the Solano County OpenGov E-Procurement Portal. A mandatory pre-bid conference was previously held on February 19, 2026. Bidders are required to acknowledge receipt of all five addenda issued for this procurement on either the Bid Form or through OpenGov to be considered responsive.
The addendum incorporates revised landscape drawings by WRA Environmental Consultants with redlined revisions marked up on March 11, 2026 (Volume 1) and March 13, 2026 (Volume 2), establishes a revised Project Schedule dated March 4, 2026, and removes the planting window restriction of October 15th through December 31st from the specifications. Liquidated damages are assessed at $2,000 per calendar day for delays beyond the 314-calendar-day contract completion period. Bidders must submit a 10 percent bid bond or certified check with their proposal, and upon award, furnish performance and payment bonds equal to 100 percent of the contract amount plus a one-year warranty bond for 10 percent of the final contract price. All contractors and subcontractors must be registered with the California Department of Industrial Relations, maintain current California contractor's licenses, and comply with Davis-Bacon Act prevailing wage requirements, as the project is federally funded through OES/FEMA.

C. In SECTION 00 52 00 - AGREEMENT BETWEEN OWNER AND CONTRACTOR, the second paragraph of Article 3, “TIME OF COMMENCEMENT AND SUBSTANTIAL COMPLETION,” is revised to read:
The Contractor agrees that the Work will be substantially completed in 314 calendar days from the
Notice to Proceed. The Contractor agrees that the County will suffer economic damages, which may be difficult to quantify, in the event that the Work is not completed within this time period and therefore, Contractor agrees to pay the County liquidated damages in the amount outlined in
Document 00 73 00/ Supplementary Conditions, Article 1.4, Liquidated Damages for each and every calendar day of delay beyond the 314 calendar days provided above.
D. In SECTION 00 73 00 - SUPPLEMENTARY CONDITIONS, under paragraph 1.3, “ARTICLE 8
– TIME,” the definition of “CONTRACT TIME” is revised to read:

13. Volume 2, Sheet L-303, “IRRIGATION DETAILS.”
G. In SECTION 32 90 00 - PLANTING, paragraph 3.1.B “Planting Window,” the sentence “Trees and shrubs shall be planted between October 15th and December 31st or as approved by the

II. The OpenGov portal for this project is revised as follows:
A. The following documents are added:
1. This ADDENDUM 5 dated March 17, 2026.
2. Revised Project Schedule dated March 4, 2026.
3. Landscape drawings by WRA Environmental Consultants with redlined revisions for
Volume 1 marked up on March 11, 2026.
4. Landscape drawings by WRA Environmental Consultants with redlined revisions for
Volume 2 marked up on March 13, 2026.
III. Clarifications:
A. Since there are five (5) Addenda for this bid package, and SECTION 00 41 00 - BID FORM only has slots for acknowledgment of three (3) Addenda, the acknowledgement of Addenda 4 and 5 can be written anywhere on the BID FORM. That said, as long as all five (5) Addenda are acknowledged on either OpenGov, SECTION 00 41 00 - BID FORM, or both, the bid will be considered responsive with respect to addenda acknowledgments.
