About this file
This is an Intermediate Final Construction (IFC) drawing set prepared by the Building Division for Trinity County's Asset Protection Project, a comprehensive flood mitigation initiative designed to protect county properties across multiple locations in California. The project encompasses barrier walls, berms, landscaping, hardscape, flood gates, underground utility reconfiguration, and pump systems across eight properties spanning Union Avenue, Clay Street, Delaware Street, and Texas Street, along with adjacent driveways and parking areas. The landscaping scope of work includes planting irrigation systems, planting installations, sod lawn work, and demolition of existing irrigation systems. Contractors must achieve substantial completion within 231 calendar days from the Notice to Proceed, with final completion required within an additional 30 days. A mandatory pre-bid conference is scheduled for February 19, 2026, at 10:00 a.m. at the County Administration Center, with sealed bids due by 2:00 p.m. on March 9, 2026, submitted through the Solano County OpenGov E-Procurement Portal. The multi-phase construction schedule extends from March 2026 through November 2026.
The project is federally funded through OES/FEMA, requiring compliance with Davis-Bacon Act prevailing wage requirements and FEMA compliance measures under Title 2 CFR 200.318-200.326. All contractors and subcontractors must be registered with the California Department of Industrial Relations and maintain current California contractor licenses at the time of bid submission. Bidders must submit a 10 percent bid bond or certified check with their proposal, and upon award, furnish performance and payment bonds equal to 100 percent of the contract amount plus a one-year warranty bond for 10 percent of the final contract price. Liquidated damages of $2,000 per calendar day apply for delays beyond the contract completion date. A 5 percent retainage will be held from progress payments until 35 days after the Notice of Completion is filed, with monthly progress payments made at 95 percent of approved work in place. Contractors must maintain Workers' Compensation and Commercial General Liability insurance throughout the contract period, with the contract becoming effective only after all certificates of insurance, business and professional licenses, and applicable certifications are on file with the County.
