About this opportunity
The County of Santa Clara's Behavioral Health Services Department (BHSD) has issued a Request for Statement of Qualifications (RFSQ-BHS-FY23-0210) seeking qualified providers to deliver comprehensive Adult and Older Adult System of Care Services across six service categories. The procurement encompasses 22 distinct programs spanning Prevention and Early Intervention Services, Outpatient Services, Full Service Partnership Services, Community Reintegration Services, Property Management Services, and Substance Use Treatment Services. Services target adults ages 18-59 and older adults ages 60+ with severe mental illness, co-occurring substance use disorders, and specific population needs such as justice-involved individuals, refugees, and ethnic-specific communities. Providers must deliver culturally competent, trauma-informed services including mental health treatment, medication management, crisis intervention, case management, rehabilitation, housing support, and vocational services across four county regions. Evaluation criteria allocate 100 points across organizational structure and experience (55-70 points), proposed program description (15 points), historical performance (5-10 points), electronic health record capacity (5 points), and financial solvency (5-20 points). The initial response deadline was August 11, 2023, with subsequent quarterly submission deadlines through June 9, 2028, and an offerors' conference held on July 12, 2023. Qualification notices were anticipated by February 5, 2024, with contract negotiations projected through July 2024.
Current County-contracted providers will receive automatic requalification for existing services, while new providers must submit comprehensive responses demonstrating compliance with Medi-Cal and Medicare requirements, cultural competency, and linguistic accessibility across six threshold languages. No subcontracting is permitted for Medi-Cal reimbursable direct patient services. Incumbent providers include organizations such as Bill Wilson Center, Gardner Family Health Network, Community Solutions, and Mental Health Systems, who are currently delivering services across various behavioral health system components. The County anticipates selecting 1-10 providers per program, with estimated annual expenditures ranging from $182,475 to $57.5 million across all programs and a total category-level budget approaching $147 million annually. Funding sources include Mental Health Services Act revenues, Medi-Cal reimbursement, county general funds, and Proposition 47 grants. Providers must integrate with the County's myAvatar electronic health record system and demonstrate financial solvency through audited financial statements, maintaining minimum cash reserves of 45 days. The contract term is estimated from July 1, 2025, through June 30, 2026, with four optional one-year renewal extensions contingent upon performance and funding availability.
