About this file
This document is an evaluation criteria appendix for a Request for Statements of Qualifications (RFSQ) issued by a county behavioral health services department for Adult and Older Adult Integrated Outpatient Continuum Services for individuals with developmental disabilities and autism. The solicitation seeks organizations to provide outpatient services to adults aged 18 through 59 and older adults aged 60 and over across multiple county geographic regions (South, Central, East, and North County). Services must be delivered in accordance with Medi-Cal and Medicare requirements, including DHCS certification, CalAIM behavioral health standards, and specific documentation and billing protocols. The evaluation process will assess organizational qualifications across five sections totaling 100 points, with Section 1 (Organizational Structure and Experience) weighted at 55 points, Section 2 (Proposed Program Description) at 15 points, and Sections 3 through 5 (Historical Performance Analysis, Electronic Health Record Capacity, and Financial Solvency) collectively valued at 30 points.
Offerors must demonstrate specific licenses, certifications, and accreditations, including Joint Commission Accreditation, Community Care Licensing, or Board certifications across behavioral sciences, nursing, psychology, and medical fields. Organizations must employ qualified treatment teams consisting of paraprofessional staff, licensed clinical staff, license-waivered staff, and medical board-certified professionals, with demonstrated competency in evidence-based practices such as Trauma-Informed Care, Cognitive Behavioral Therapy, Dialectical Behavioral Therapy, and the Individual Placement and Support (IPS) Model. Applicants must provide comprehensive documentation addressing staffing protocols, personnel retention plans, client admission and discharge procedures, emergency response protocols, cultural competency capacity including ability to serve all county threshold languages, and interagency collaboration capabilities. Financial solvency review and electronic health record system capacity assessment will be conducted by departmental subject matter experts, with evaluation criteria focused on organizational sustainability and technological infrastructure to support required outcome evaluation data collection and Learning Collaborative Community reporting.
