About this file

This is an evaluation criteria appendix for a Request for Services Quotation (RFSQ) issued by a county behavioral health services department for Adult and Older Adult Intensive Outpatient Continuum Services focused on justice-involved populations. The solicitation seeks qualified organizations to provide outpatient mental health and substance use treatment services to justice-involved adults ages 18-59 and older adults ages 60 and over diagnosed with severe mental illness and co-occurring substance use disorders across multiple geographic service areas (South, Central, East, and North County). The services must be delivered seven days per week including evening hours, with 24-hour emergency coverage and capacity for intake and admission during business hours, after-hours, and weekends. Offerors must demonstrate experience serving underserved communities including justice-involved populations, LGBTQ+ individuals, and those with low socioeconomic status, as well as capacity to provide culturally and linguistically appropriate services aligned with county threshold languages.

The evaluation process allocates 55 points for organizational structure and experience, 15 points for proposed program description, and 5 points each for historical performance analysis, electronic health record capacity, and financial solvency, totaling 80 points. Required qualifications include Medi-Cal and Medicare certification through DHCS, appropriate state licensure and accreditations, implementation of evidence-based practices such as Cognitive Behavioral Therapy and Trauma-Focused CBT, and demonstrated capacity to decrease recidivism and reduce psychiatric emergency episodes. Offerors must submit detailed plans addressing staffing protocols including personnel retention and clinical supervision, emergency operations during pandemics and disasters, referral management processes, and collaborations with county departments, housing organizations, and justice system partners including probation and parole offices.
