About this file
This is Addendum #3 to an Electronic Request for Statement of Qualifications (RFSQ-BHS-FY23-0210) issued by the County of Santa Clara, Behavioral Health Services Department, dated October 31, 2023. The addendum modifies the original RFSQ to incorporate a new Category 6 program for Adult and Older Adult Substance Use Treatment Outpatient Continuum Services (Scope A22). The RFSQ seeks statements of qualifications from experienced firms to provide services supporting the Adult and Older Adult System of Care, including the Forensic, Diversion, and Reintegration Division and the Substance Use Treatment Services System of Care across six service categories. The new Category 6 program will provide outpatient substance use services for adults ages 18 and above throughout Santa Clara County, including assessment, care coordination, counseling, family therapy, medication-assisted treatment for opioid use disorder, alcohol use disorder, and non-opioid substance use disorders, client education, recovery services, and crisis intervention. Services may be delivered in person, by telehealth (synchronous audio and video), or by telephone, with client choice preserved. The County estimates selecting 6-7 offerors for this category with approximately 802 total active yearly slots and an estimated annual expenditure of $6,255,010.
The scoring criteria for Category 6 programs allocate a maximum of 55 points for Organizational Structure and Experience, 15 points for Proposed Program Description, 5 points for Historical Performance Analysis, 5 points for Electronic Health Records Capacity, and 20 points for Financial Solvency. Financial solvency evaluation includes assessment of audited financial statements and financial ratios (4-16 points) and verification of a minimum of 45 days cash on hand (1-4 points). The addendum includes revisions to multiple attachments and appendices, including updates to evaluation criteria, scope of work documentation, and declaration submittal forms. Existing providers currently serving in other categories (such as Community Solutions, Caminar, and Gardner Family Health Network) are listed with their current active and unduplicated client slots across various service scopes, indicating an established network of qualified service providers in Santa Clara County's behavioral health system.
