About this file

This document is an evaluation criteria appendix for a Request for Sealed Qualifications (RFSQ) issued by a county behavioral health services department for Adult and Older Adult (AOA) Substance Use Treatment (SUTS) Outpatient Services. The request seeks qualified organizations to provide outpatient continuum services to adults ages 18–59 and older adults ages 60 and over with diagnosed substance use disorders and co-occurring mental health needs across multiple geographic service areas including South County, Central County, East County, and North County. The evaluation criteria are structured across five sections totaling 100 points: Organizational Structure and Experience (55 points), Proposed Program Description (15 points), Historical Performance Analysis (5 points), Electronic Health Record Capacity (5 points), and Financial Solvency (20 points).

Offerors must demonstrate compliance with Medi-Cal requirements including DHCS certification, documentation standards, billing requirements, and CalAIM behavioral health requirements, along with current licenses and certifications from bodies such as Joint Commission, Community Care Licensing, or the California Association of Alcohol and Drug Educators. The organizational structure assessment requires documentation of the applicant's treatment team composition, outcome evaluation data administration capacity, implementation of minimum two evidence-based practices, staffing protocols addressing diversity and equity, client admission and discharge protocols, timely service provision strategies meeting Network Adequacy and CalAIM standards, inter-provider communication procedures, and contingency plans for pandemic and emergency disaster situations. The Proposed Program Description section evaluates the organization's vision and values regarding equity and inclusion, cultural competency and linguistic capacity across county threshold languages, and collaborative relationships with county departments, social services, housing organizations, and criminal justice system partners. Financial records and electronic health record system capacity will be assessed by subject matter experts according to criteria outlined in the RFSQ.
