About this opportunity
The County of Santa Clara Health System's Behavioral Health Services Department is conducting a Request for Statement of Qualifications (RFSQ-BHS-FY23-0108) to procure residential Withdrawal Management (WM) services consistent with American Society of Addiction Medicine (ASAM) Level 3.2 standards. The solicitation seeks qualified firms to provide services for adult county residents (age 18 and above) who require residential withdrawal management without medication, with an average length of stay of 5-7 days. Offerors must demonstrate Drug Medi-Cal certification, active facility ownership in Santa Clara County, and capability to deliver services seven days a week with 24/7 structured monitoring. The evaluation process will assess organizational structure and experience (65 points), proposed program description (15 points), historical performance (5 points), electronic health record capacity (5 points), financial solvency (5 points), and local preference (5 points). The solicitation remains open through June 30, 2027, with rolling submission periods and evaluations, and the first round of responses was initially scheduled for November 2022. Proposals must include comprehensive documentation demonstrating cultural competence, staffing plans, evidence-based practices, and multilingual service capabilities.
The procurement allows for multiple organizations to be placed in a Qualified Pool, with priority given to providers with active Department of Health Care Services (DHCS) licensure. Existing County-contracted providers with active BHSD contracts may receive automatic qualification provisions for program renewals. The solicitation emphasizes cultural competency, requiring services in seven threshold languages: Spanish, Vietnamese, Mandarin, Cantonese, Tagalog, Farsi, and Russian. Potential integrations include compatibility with Netsmart's myAvatar electronic health record system and Provider Connect Enterprise (PCE) implementation. Funding for the initial phase totals approximately $3.68 million, comprised of $2.18 million from existing BHSD contracts serving 26 beds and $1.5 million in additional County General Fund allocations. The County has allocated resources to support approximately 15-20 additional residential withdrawal management beds, with a local preference policy that may provide advantages to businesses with meaningful production capabilities within Santa Clara County.
