About this file

This document is an evaluation criteria appendix for a Request for Sealed Qualifications (RFSQ) issued by a County's Behavioral Health Services Department (BHSD) for Category 5 Property Management Services under a Master Lease Housing Program for Intensive Services. The program targets adults ages 18-59 and older adults ages 60 and over, including specialty populations with severe mental illness, co-occurring substance use treatment needs, LGBTQ+ individuals, justice-involved populations, and culturally diverse populations across multiple geographic service areas (South, Central, East, and North County). Offerors must demonstrate experience securing housing units, subleasing to clients, establishing trauma-informed living environments, managing day-to-day operations, maintaining safe properties, coordinating care with clinical services teams, and planning transitions to permanent housing. The evaluation framework comprises five sections: Organizational Structure and Experience (70 points), Proposed Program Description (15 points), Historical Performance Analysis (5 points), Electronic Health Record Capacity (5 points), and Financial Solvency (5 points), for a total of 100 points.

The organizational structure evaluation requires offerors to document their experience with target populations and service delivery across specified geographic regions, demonstrate capacity in housing intake, Housing First Model implementation, HMIS data entry, and VI-SPDAT assessment tools, and provide evidence of step-down services capability. Offerors must submit detailed staffing plans including organizational structure, personnel retention strategies, diversity and inclusion training protocols, staff resumes with relevant credentials, emergency protocols, and pandemic response procedures. The program description evaluation assesses organizational vision regarding equity and inclusion, cultural competency and linguistic capacity across County threshold languages, and documented collaborations with County Health System, Social Services Agency, housing organizations, and criminal justice partners. Financial solvency, historical performance data, and electronic health record system capacity will be reviewed by designated BHSD and Finance Department subject matter experts using the specified evaluation criteria.
