About this file
This is an evaluation criteria appendix for a state and local contract opportunity issued by a county's Behavioral Health Services Division (BHSD) for Prevention and Early Intervention Services in-Home Outreach Team services under request for services and qualifications (RFSQ-BHS-FY23-0210). The document establishes the scoring framework and qualification requirements that offerors must address in their proposals to deliver in-home outreach services to transitional age youth (ages 18-25), adults (ages 18-59), and older adults (ages 60 and over). The evaluation criteria are organized into five sections totaling 100 points: Organizational Structure and Experience (65 points), Proposed Program Description (15 points), Historical Performance Analysis (10 points), Electronic Health Record Capacity (5 points), and Financial Solvency (5 points). Offerors must demonstrate experience serving specialized populations including LGBTQ+ individuals, those with co-occurring serious mental illness and substance use disorders, criminal justice-involved individuals, and unhoused or marginally housed populations, along with trauma-informed service delivery capabilities.
Offerors must document organizational capacity to meet Prevention and Early Intervention (PEI), Medi-Cal, and Medicare requirements, including DHCS certification, CalAIM behavioral health standards, and appropriate clinical licensing. The criteria require submission of comprehensive staffing plans addressing personnel retention, recruitment of multilingual and culturally diverse staff, crisis management protocols, and emergency staffing provisions. Organizational proposals must address service delivery seven days per week with evening hours, telehealth options, evidence-based practices including Cognitive Behavioral Therapy and Trauma-Informed Care, intake processes for business and after-hours, pandemic and disaster response plans, and collaborative partnerships with county departments, housing organizations, and criminal justice systems. Evaluation will be conducted by BHSD Program Subject Matter Experts, EHR Subject Matter Experts, and the Health System Finance Department using the specified criteria framework.
