About this opportunity
Pinellas County is seeking a Workers Compensation Third-Party Administrator (TPA) through RFP 26-0137 to transition from its current self-administered workers compensation program. The procurement covers comprehensive TPA services for approximately 5,359 employees, including county staff and Sheriff's Office personnel, with key deliverables including claims management, claims adjustment, investigation, transition of existing claims, administrative support, and technical system management. Qualified vendors must be Florida-licensed TPA providers with a minimum of seven years' experience administering workers' compensation claims for municipalities, demonstrate financial stability, and preferably maintain an office in the Tampa Bay region. The evaluation committee will score submissions based on qualifications (20%), approach and statement of work (25%), technology and reporting capabilities (25%), compensation (25%), and adherence to RFP terms (5%). Important dates include a question submission deadline of January 13, 2026, at 10:00 a.m., and proposal submissions due January 22, 2026, at 3:00 p.m. through the OpenGov procurement portal. The initial contract term is three years with two optional one-year renewal periods.
The procurement does not specify specific set-aside designations or restrictions for disadvantaged enterprises. The County currently manages approximately 200-300 open workers compensation files, 70 closed files requiring annual maintenance, and 30 files in litigation, with minimal paper files and a predominantly digital system. The current infrastructure includes a 24-hour nurse hotline (Company Nurse), RMIS entry through Riskonnect Clearsight, bill review via Corvel, pharmacy management through Mitchell Script Advisor, and case management through Paragon Case Management. The selected TPA must coordinate data conversion with Riskonnect Clearsight and achieve a go-live date within 2-3 months of contract award. While specific budget ranges are not explicitly stated, the RFP requires proposers to submit pricing on a comprehensive annual fee basis, including third-party claims administration, claim intake, EDI reporting, system access, and check writing, with a separate one-time transition fee for migrating existing claims. The County maintains a $2 million self-insured retention per occurrence and will provide weekly ACH or wire transfer payments for claims paid.
