About this file
This is a Non-Competitive Oversight Committee Justification Form related to Pinellas County's RFP 26-0137 for Workers Compensation Third-Party Administrator Services. The procurement seeks a Florida-licensed TPA provider to transition the county's approximately 5,359 employees from a self-administered workers compensation program to a comprehensive third-party administration model. Required services include claims management, claims adjustment, investigation, transition of existing claims, administrative support, and technical system management. Qualified vendors must demonstrate a minimum of seven years' experience administering workers' compensation claims for municipalities, maintain financial stability, and preferably operate an office in the Tampa Bay region. The evaluation committee will assess submissions based on qualifications (20%), approach and statement of work (25%), technology and reporting capabilities (25%), compensation (25%), and adherence to RFP terms (5%). Questions must be submitted by January 13, 2026, at 10:00 a.m., with proposals due January 22, 2026, at 3:00 p.m. through the OpenGov procurement portal. The initial contract term is three years with two optional one-year renewal periods.
The county currently manages approximately 200–300 open workers compensation files, 70 closed files requiring annual maintenance, and 30 files in litigation, operating primarily through a digital system utilizing Riskonnect Clearsight for RMIS entry, Corvel for bill review, Mitchell Script Advisor for pharmacy management, and Paragon Case Management for case management. The selected TPA must coordinate data conversion with Riskonnect Clearsight and achieve go-live within 2–3 months of contract award. Pricing shall be submitted on a comprehensive annual fee basis covering third-party claims administration, claim intake, EDI reporting, system access, and check writing, with a separate one-time transition fee for migrating existing claims. The county maintains a $2 million self-insured retention per occurrence and will provide weekly ACH or wire transfer payments for claims paid. No specific budget ranges are explicitly stated, and the RFP includes no designated set-asides or restrictions for disadvantaged enterprises.
