About this file
This is a Notice of Intent to Sole Source from Pinellas County, Florida's Administrative Services Purchasing & Risk Management Division, regarding a Workers Compensation Third-Party Administrator (TPA) contract. The county intends to procure comprehensive TPA services to transition from its current self-administered workers compensation program, serving approximately 5,359 employees including county staff and Sheriff's Office personnel. The procurement encompasses claims management, claims adjustment, investigation, transition of existing claims, administrative support, and technical system management. Interested contractors must submit convincing technical data demonstrating their ability to meet or exceed stated requirements by the specified deadline through the OpenGov portal. The contract term is three years with two optional one-year renewal periods, with a required go-live date within 2-3 months of contract award.
Qualified vendors must be Florida-licensed TPA providers with a minimum of seven years' experience administering workers' compensation claims for municipalities, demonstrate financial stability, and preferably maintain an office in the Tampa Bay region. The county currently manages approximately 200-300 open workers compensation files, 70 closed files requiring annual maintenance, and 30 files in litigation. The pricing structure requires proposers to submit comprehensive annual fees covering third-party claims administration, claim intake, EDI reporting, system access, and check writing, plus a separate one-time transition fee. The county maintains a $2 million self-insured retention per occurrence and will provide weekly ACH or wire transfer payments for claims paid. The current infrastructure includes a 24-hour nurse hotline, RMIS entry through Riskonnect Clearsight, bill review via Corvel, pharmacy management through Mitchell Script Advisor, and case management through Paragon Case Management. No specific set-asides for disadvantaged enterprises are designated in this procurement.
