About this file

This is a Notice of Intent to Sole Source document issued by Pinellas County, Florida's Administrative Services Purchasing & Risk Management Division regarding the procurement of Workers Compensation Third-Party Administrator (TPA) Services. The County intends to transition from its current self-administered workers compensation program to engage a specialized TPA provider to manage claims administration, adjustment, investigation, and transition of existing claims for approximately 5,359 employees including county staff and Sheriff's Office personnel. The RFP 26-0137 requires responses by the stated deadline, with question submissions due January 13, 2026, at 10:00 a.m., and proposal submissions due January 22, 2026, at 3:00 p.m. through the OpenGov procurement portal. The initial contract term is three years with two optional one-year renewal periods. Contractors must provide convincing technical data demonstrating their ability to meet or exceed stated requirements, and responses will be used to determine whether bona fide competition exists for this procurement.

Qualified vendors must be Florida-licensed TPA providers with a minimum of seven years' experience administering workers' compensation claims for municipalities, demonstrate financial stability, and preferably maintain an office in the Tampa Bay region. Evaluation will be based on qualifications (20%), approach and statement of work (25%), technology and reporting capabilities (25%), compensation (25%), and adherence to RFP terms (5%). The County currently manages approximately 200-300 open workers compensation files, 70 closed files requiring annual maintenance, and 30 files in litigation, supported by existing infrastructure including a 24-hour nurse hotline, Riskonnect Clearsight RMIS, Corvel bill review, Mitchell Script Advisor pharmacy management, and Paragon Case Management. The selected TPA must coordinate data conversion with Riskonnect Clearsight and achieve go-live within 2-3 months of contract award. Proposers must submit comprehensive annual fee pricing for third-party claims administration, claim intake, EDI reporting, system access, and check writing, with a separate one-time transition fee for claims migration. The County maintains a $2 million self-insured retention per occurrence and will provide weekly ACH or wire transfer payments for claims paid. No specific set-aside designations or restrictions for disadvantaged enterprises are specified in the procurement.
