About this opportunity
The U.S. Forest Service, Pacific Southwest Region, seeks vault toilet, septic tank, and portable toilet pumping and servicing across California National Forests under a multiple-award IDIQ contract, with proposals due August 9, 2026 at 2359 PST and questions due August 5, 2026 at 2359 PST.
This is unrestricted full and open competition with no socioeconomic set-aside at the parent contract level. Performance occurs across eight geographic zones spanning California's national forests (Northern, Central Sierra, and Southern regions), with primary ordering authority vested in USFS Region 5 and optional ordering authority available to Regions 3, 6, and 10 with Contracting Officer approval. Other federal agencies may order only through executed interagency agreements.
The Government intends to award multiple contracts to a mixed pool of large and small businesses under FAR Part 12 commercial items procedures. The contract type is firm-fixed-price task orders issued under FAR 16.504(c). Scope includes vault toilet pumping, septic tank pumping, USFS-owned portable toilet servicing (cleaning, disinfection, restocking), basic inspections and condition reporting, debris removal, waste hauling and legal disposal, and emergency pumping with 48-hour response capability. Contractors are explicitly prohibited from performing repairs, replacements, plumbing, excavation, construction, or activities outside Tasks 1–4 of the Performance Work Statement. Services operate Monday through Friday, 6:00 a.m. to 6:00 p.m. PST, with routine pumping required within 72 hours of request and emergency service within 48 hours.
The contract establishes one base year plus four option years for potential five-year performance running August 21, 2026 through August 31, 2031. The combined ordering ceiling across all awards is $9,000,000 with a minimum guarantee of $2,500 per contractor. All contractors must maintain active SAM.gov registration with valid UEI at offer submission and possess federal, state, tribal, county, and local permits for wastewater hauling and disposal in all jurisdictions where work is performed. Personnel must be state-certified for wastewater handling, hold appropriate commercial driver licenses, and comply with Federal Motor Carrier Safety Administration regulations. Service Contract Labor Standards wage determinations apply; contractors may need to submit SF-1444 Conformance Requests for classifications such as Vault/Septic Pumping Technician if standard determinations lack required categories. Travel reimbursement uses a tiered roundtrip structure based on distance, with contractors responsible for determining required mobilizations and disposal trips. Evaluation uses best-value methodology under FAR 16.505, weighing technical capability, relevant past performance and experience, and price approximately equally.
Amendment 0001 extended the proposal due date from August 9 to August 9, 2026 (confirmed as 2359 PST) and corrected the base period start from August 7 to August 21, 2026. Offerors must acknowledge Amendment 0001 by completing Blocks 8 and 15A–C of the SF30 and returning it with proposals; failure to acknowledge may render offers non-responsive. Questions and answers (Revision 4, posted July 27, 2026) clarify that unit pricing for travel uses flat tiered roundtrip rates, not hourly or per-mile rates; that contractors must provide deodorizers, chemicals, and potable water (minimum 100 gallons per vault recharge); and that parent IDIQ pricing represents ceiling rates, permitting task-order-level discounting.
