Portable toilets will be serviced on Saturday, Sunday, and Monday.
5.7.1 Travel Application for Multiple Sites, Multiple Dumps, and On-Call Services
5.7.1.1 General Rule – Parent IDIQ Round Trip Definition
Travel shall be priced using the IDIQ travel tiers and represents one (1) round trip (RT) from the Contractor’s established place of business to the service location(s), to the disposal facility as required, and return to the place of business. Travel tier selection and CTR Round Trip Frequency shall be entered for each applicable travel tier in the SOI. Travel must be invoiced according to the IDIQ Schedule of Items (SOI) travel tier for the applicable performance year.
5.7.1.2 Multiple Vaults/Septic Tanks in One Run
When the Contractor services multiple vaults, septic tanks, or portable toilets on a single mobilization, and is able to complete all work and disposal within a single RT, the Contractor shall price one (1) RT, regardless of the number of units serviced.
5.7.1.3 Multiple Disposal Trips
If the Contractor must off-load waste before completing all assigned units, each required disposal trip constitutes an additional RT, to be priced at the applicable IDIQ travel tier.
The Contractor shall record the number of required disposal trips in the SOI under “CTR Round Trip Frequency,” and provide disposal manifests supporting each dump.
USFS California Regional Vault and Septic Pumping Services IDIQ | Page 7 of 15
5.7.1.4 Contractor Responsibility for Determining Round Trips The Contractor is solely responsible for determining and proposing the CTR Round Trip Frequency required to complete the services under this Task Order. The COR is not required to estimate or validate the Contractor’s travel time, travel distance, disposal‑site routing, or the number of required mobilizations. The Contractor shall base its proposed RT frequency on:
• Its place of business,
• Its disposal facility selection and capacity constraints,
• Anticipated tank volumes and pumping requirements,
• Site access conditions, and
• Any mid‑route dumping requirements.
The Government will evaluate the Contractor’s proposed RT frequency for reasonableness and consistency with known site conditions. The Contractor shall allocate CTR Round Trip Frequency across travel tiers in the SOI based on the estimated distribution of service calls, pumping frequencies, and site distances.
Please note that the COR may identify the anticipated number of service calls (reference 5.7.1.5); however, the COR does not estimate or prescribe the number of Contractor round trips. All RT estimation remains the responsibility of the Contractor.
5.7.1.5 On-Call Services
For on‑call services initiated by the Government during the period of performance, each Contractor mobilization constitutes one (1) Round Trip (RT). The Contractor is responsible for determining and proposing the number of RTs required for each on‑call response, including any additional RTs required due to disposal‑site limitations or tank‑capacity constraints. The COR is not required to estimate travel time, determine Contractor routing, or project the number of RTs needed for any on‑call action. All travel pricing for on‑call services shall be based on the Contractor‑proposed CTR Round Trip Frequency documented in the SOI.
5.7.1.6 Proposal Requirement – Round Trip Frequency
The Contractor shall propose, in the SOI, the total CTR Round Trip Frequency required for the full scope of the Task Order, including:
1. Number of mobilizations required,
2. Number of required disposal trips (if applicable),
3. Identification of factors necessitating additional trips (e.g., tank capacity limits, remote sites, disposal‑site routing).
The Government may negotiate the proposed RT frequency where it is inconsistent with known site conditions;
however, the Contractor is responsible for establishing the RT estimate in its proposal.
5.7.2 Limits on Additional Pumping
The Contractor shall perform services only for the vaults, septic tanks, and locations listed in the Task Order Schedule of Items (SOI). Each vault or septic tank listed in the SOI has an associated pumping quantity representing the number of pumping events ordered for the period of performance. A pumping event, whether completed in a single mobilization or in multiple trips due to tank capacity limitations, shall be counted as one (1) pumping event against the ordered quantity for that specific vault or septic tank.
USFS California Regional Vault and Septic Pumping Services IDIQ | Page 8 of 15
The Contractor is not authorized to pump additional vaults or septic tanks beyond those quantities ordered in the SOI, even if remaining tank capacity exists after servicing assigned units. Performing pumping services for unlisted units—or for listed units in excess of the ordered quantity—constitutes work outside the scope of this Task Order.
If the Government determines that additional pumping is required, the Government may, at its sole discretion, increase the quantity for a listed vault or septic tank, or add new pumping quantities for other listed units, through a written modification issued by the Contracting Officer or an authorized ordering official. The Contractor shall not perform any additional pumping beyond the awarded SOI quantities until such written direction is issued.
Optional COR Information:
The COR may identify that additional units appear to require service; however, the COR shall not authorize, direct, or permit the Contractor to pump beyond the awarded SOI quantities. Any additional pumping can only be ordered through a Contracting Officer issued modification that adjusts the SOI quantities.
Note: All procedures in the PWS remain in effect. If conflicts arise, the PWS governs.

(TO Wage Determination(s))
No applicable SCA Wage Determination currently exists for some counties included in this Task Order. The contractor shall review all place-of-performance counties during proposal preparation. If the contractor determines that the applicable WD does not contain a required classification for the services performed, the contractor shall be prepared to submit an SF 1444 Conformance Request immediately upon receipt of award and Notice to Proceed.
To avoid delays in project start-up, the contractor is encouraged to pre-identify the anticipated labor classifications and prepare draft SF-1444 materials in advance. The Government will incorporate the appropriate WD(s) as soon as they become available via modification; however, performance may begin under pending conformance in accordance with IDIQ Section H.1.12 and the Davis-Bacon/SCLS conformance procedures.

Government Intent Note: The instructions above describe how the contractor is to identify the applicable Wage Determination for each place of performance. If, after following these steps, an appropriate Wage Determination is not available or does not contain a required labor classification, the contractor shall be prepared to submit an SF-1444 Conformance Request immediately upon award and Notice to Proceed. This clarification is provided to avoid delays in establishing the required conformed rate(s).

SF 1444 Additional Information
Block 11 — Project and Description of Work
This request applies to vault toilet pumping, septic tank pumping, portable toilet pumping, vault structure cleaning, debris removal, waste transport, waste disposal, reporting, spill response, remote/winter access, and compliance with Federal, State, Tribal, county, and local wastewater handling and transportation regulations, as required under USFS California Regional Vault and Septic Pumping Services IDIQ 127EAS26R0003 (Sections B and C).
These duties include operation of pump trucks, DOT compliant wastewater hauling vehicles, PPE use per 29 CFR 1910.120, required waste manifests, and compliance with environmental, health, and transportation regulations.
 Block 13 — Classification Requested
Proposed Classification Title: Vault/Septic Pumping Technician
Job Description & Duties:
Performs vault toilet pumping, septic tank pumping, portable toilet servicing, vault cleaning, debris removal, and pumping operations using specialized pump trucks.
Handles, transports, and disposes of sewage, graywater, septage, and associated waste in compliance with Federal, State, Tribal, county, and local regulations.
Operates DOT-regulated wastewater hauling vehicles; completes waste manifests;
performs spill response; uses PPE meeting 29 CFR 1910.120; provides documentation and reporting as required by the USFS Performance Work Statement (Attachment J2).
Work includes remote-access and winter-access pumping, emergency response capability, and safe operation on National Forest lands.
Rationale for Proposed Classification:
No existing SCA classification adequately captures the combination of specialized pumping equipment operation, regulated wastewater handling, environmental compliance duties, PPE/hazmat-related requirements, and DOT-regulated wastewater hauling required under the IDIQ.
The duties do not align with 23370 (General Maintenance Worker), which does not include regulated waste handling or specialized equipment operation.
The duties do not align with 23810 (Plumber, Maintenance), which covers plumbing craft work such as repair and installation, not sewage pumping and regulated waste transportation.
Therefore, an additional classification is required for lawful compliance with the Service Contract Labor Standards.
