About this opportunity
The Department of Agriculture Forest Service seeks vault toilet pumping services for the West Zone of Mt Hood National Forest on a Blanket Purchase Agreement basis, with quotes accepted on a continuous basis through April 30, 2032. This is a total small business set-aside under NAICS 562991 (Septic Tank and Related Services) with a $9 million size standard.
Place of performance spans eight National Forests across Oregon and Washington: Columbia River Gorge, Deschutes, Mount Baker-Snoqualmie, Okanogan-Wenatchee, Olympic, Siuslaw, Umpqua, and Willamette. Service locations include vault toilets at campgrounds, trailheads, and day-use areas, with vault capacities ranging from 750 to 1,000 gallons and estimated annual service frequencies of one to two times per location. The contractor must provide all personnel, equipment, tools, materials, vehicles, and supervision; pump vaults to achieve 90% waste removal; and dispose of all sewage and debris at commercial off-Forest treatment facilities. Individual BPA calls are limited to $100,000 each.
Quotations must include per-trip pricing for each location, with distances from central points (Zigzag or Sandy, Oregon) ranging from 10 to 53 miles. Service Contract Act wage determinations apply, with prevailing wage rates established for Pacific Northwest Oregon and Washington counties and including Health & Welfare at $5.55 per hour, minimum two weeks paid vacation after one year of service, eleven paid holidays annually, and Executive Order 13706 paid sick leave provisions. The period of performance runs from May 1, 2025 through April 30, 2032. Amendment 2, effective June 4, 2026, updated the point of contact to Darnell Williams (458-212-6091, darnell.williams@usda.gov) and incorporated updated FAR deviations and wage rate determinations.
