About this opportunity

The USDA Forest Service is establishing a Blanket Purchase Agreement (BPA) to procure pumping and waste removal services for vault toilets, pit toilets, and septic systems across nine National Forests in Oregon and Washington, including facilities in the Olympic, Mount Baker-Snoqualmie, Willamette, Deschutes, and Umpqua National Forests. Contractors must provide all personnel, equipment, materials, vehicles, supervision, and disposal services on an as-needed basis, with services required during operating seasons (April 1 through October 30 annually) and potentially year-round. Quoters must demonstrate relevant experience with a five-year track record, submit a quality control plan, and provide fixed firm pricing on a per-unit-per-visit basis; pricing must be quoted for each forest and ranger district location across five fiscal years (FY 2022-23 through FY 2026-27). Award will be evaluated on three equally weighted factors: past performance and relevant experience, quality control plan, and price. Questions regarding the solicitation are due by March 31, 2032, by 12:00 PM PST, with responses submitted to darnell.williams@usda.gov; the government will accept quotation responses on a continuous basis at its discretion through the end of the BPA period.

This solicitation is designated as a Total Small Business set-aside, and no incumbent or current contractor is identified in the notice. No maximum award value is specified, though individual BPA call orders may not exceed $500,000 per purchase. The contract period extends for ten years from April 1, 2022, through March 31, 2032, with services performed on an as-needed basis, typically before and during operating seasons but potentially throughout the year. Vendors may respond for a subset of forests and ranger districts as interested with no minimum purchase guaranteed. Performance will occur at multiple recreation sites across USDA Forest Service managed lands in Oregon and Washington, with specific locations including the Clackamas River Ranger District in Sandy, Oregon, and facilities throughout the identified National Forests in both states.
