About this opportunity
The U.S. Forest Service is preparing to solicit a multiple-award firm-fixed-price IDIQ contract for vault toilet pumping, septic tank pumping, portable toilet servicing, and waste disposal services across National Forests in California Region 5, with RFP posting anticipated May 15, 2026 and offers due May 31, 2026. Full and open competition; the Government intends to award to two or more contractors providing geographic coverage and diversity. Contract structure is base year (FY 2026-2027) plus four option years. Combined ordering ceiling across all awards is $9,000,000 with minimum guarantee of $2,500 per contract.
Place of performance spans National Forests throughout USDA Forest Service Region 5 (California) across eight geographic zones and associated ranger districts: approximately 19 national forests and over 70 ranger districts organized into Northern East, Northern West, Central Sierra North, Central Sierra South, Southern Sierra North, Southern Sierra South, Southern East, and Southern West zones. Performance includes high-visibility recreation sites, remote districts, and winter-access areas.
Scope encompasses vault toilet pumping from precast concrete vaults, septic tank pumping, USFS-owned portable toilet servicing (pumping, cleaning, disinfecting, restocking), inspection and cleaning of toilet buildings, manual debris removal, washing interior vault walls, diluting solids, secondary pump-outs, recharging vaults with minimum 100 gallons clean water, and legally hauling waste to authorized facilities. Work performed Monday–Friday, 6:00 a.m.–6:00 p.m. PST, with emergency response by mutual agreement within 48 hours. Travel reimbursed via tiered round-trip structure (1–2 hours through over 9 hours). Contractor must possess federal, state, tribal, county, and local permits; maintain state certification for wastewater handling and disposal; comply with FMCSA regulations; provide CDC and USDA-trained personnel; and meet Service Contract Labor Standards wage determinations applicable to task order locations.
This is a new regional consolidation of previously independent Forest Service contracts and blanket purchase agreements with no single incumbent. NAICS 562991 (Septic Tank and Related Services); small business size standard $9,000,000. PSC S222. Anticipated award date June 12, 2026. Seed task orders will be awarded promptly upon contract award to support major recreation season beginning Memorial Day weekend. Draft Performance Work Statement, Schedule of Items, maps, and geographic locations available for industry planning.
