About this opportunity
The Transportation Security Administration seeks checkpoint screening equipment deployment services through an eight-year Indefinite Delivery Indefinite Quantity (IDIQ) contract, with proposals due June 2, 2026 at 11:00 AM Eastern Daylight Time and questions due May 1, 2026 at 9:00 AM EDT. The contract carries a minimum guarantee of $1 million and a maximum ceiling of $672.492 million. This is an unrestricted procurement.
Place of performance spans the United States and potentially international locations. Services include site surveys, design support, site preparation, shipping and rigging, installation, relocation, decommissioning, and project closeout for multiple screening technologies: Advanced Imaging Technology (AIT), Walk-Through Metal Detectors (WTMD), Advanced Technology X-ray, Explosive Trace Detection (ETD), Bottled Liquid Scanners (BLS), Computed Tomography (CT) X-ray, Credential Authorization Technology (CAT), and Chemical Analysis Device (CAD) systems at federalized airports, TSA labs, and other government sites.
The contractor must provide a fully dedicated IDIQ Program Manager with a bachelor's degree plus 12 years of experience (or master's degree plus 10 years), active PMP certification, 10 years of transportation security program management, 5 years on contracts exceeding $250 million to $500 million, and 5 years of airport project management experience. Task Order Project Managers must hold a bachelor's degree plus 8 years of experience, active PMP certification, 5 years of program management, and 3 years of airport project management experience. All contractor personnel require Public Trust clearance, SIDA badging at airport locations, and cybersecurity training within 60 days of assignment. Personnel must comply with DHS cybersecurity frameworks including NIST SP 800-53 Rev 5 and FedRAMP requirements, with Authorization to Operate (ATO) required prior to processing operational data.
Individual task orders will be Firm-Fixed-Price or Time-and-Materials. The Government anticipates a 6- to 9-month program management transition period in the base year with deployment project task orders commencing March 2027. Over the next 5–6 years, the Government estimates deploying approximately 2,200 AT X-rays, 1,000 AITs, 5,000 ETDs, and 1,600 BLS units.
Evaluation weighs Technical and Management Approach (Factor 1), Oral Presentation (Factor 2), and Past Performance (Factor 3) significantly more heavily than Price (Factor 4). Key deliverables include a Program Management Plan due within 30 days of award, quarterly Program Management Reviews, monthly status reports, weekly GFP transaction reports, daily site reports during active work, site survey reports, design packages, and closeout documentation. The NAICS code is 541330, Engineering Services; PSC is R706, Support—Management: Logistics Support. Amendment 1 (posted May 14), Amendment 2 (posted May 15), and Amendment 3 (posted May 27) updated RFP attachments and the pricing sheet. Questions and answers addressing pricing formula errors and submission format clarifications were posted June 1, 2026.
