About this opportunity
The Transportation Security Administration is establishing a qualification process under FAR 9.202 to add vendors to the existing Bottle Liquid Scanner (BLS) Qualified Products List (QPL), with Certification Data Package (CDP) submissions due no later than October 15, 2026.
TSA currently maintains a QPL of two BLS systems deployed across over 435 U.S. airports. The qualification process is open to all vendors; no set-asides apply. Applicants must demonstrate that their BLS systems meet the BLS Functional Requirements Document v2.95 (January 2026) and Detection Standard 2.3 (July 19, 2012), comply with Buy American Act and Trade Agreements requirements (limiting qualification to domestic products or eligible products from Mexico and Chile), and meet IT security and Security Technology Integrated Program (STIP) compatibility requirements. Vendors with existing TSA Certification Letters may enter the qualification process at Step 5 (Qualification Data Package submission); all others begin at Step 3 (CDP submission).
The eight-step qualification process includes system testing, certification testing, qualification testing, cybersecurity assessment, Initial Operational Test and Evaluation at field sites, and final Component Acquisition Executive approval for QPL placement. Applicants must provide six production-representative systems throughout the process and execute no-cost bailment agreements with TSA. TSA funding is limited to the first three applicants with approved and accepted QDPs. Vendors must hold Secret-level security clearances, execute TSA Form 2815 (Non-Disclosure Agreement) to access Sensitive Security Information and classified materials, and comply with requirements documents released in phases. Future BLS procurements will be available to qualified applicants through competitive or sole-source awards, though qualification does not guarantee contract awards.
