About this file
This is a Questions and Answers document addressing clarifications to an RFP's proposal format and submission requirements.
The document addresses two key clarifications regarding Volume III submission requirements. First, it clarifies that all non-Excel files in Volume III must be submitted in Microsoft Word format, not Adobe or other formats. This applies to Volume III sections including the Cover Page, Small Business Subcontracting Plan, Representations and Certifications, and Price Proposal Narrative, consistent with the Word format requirements for Volumes I and II. Second, the document resolves a page count ambiguity by specifying that the SF1449 forms for acknowledging the RFP and any amendments do not count toward the stated page limitations. Offerors are provided 3 pages for the cover letter and any assumptions, separate from the SF1449 documentation requirements. This clarification addresses the original concern that including all required elements, particularly a three-page formal Acknowledgement of RFP Amendments, would exceed the specified page limits.

Proposal Format and Submission
Microsoft Word is the required format for Volumes I and II.
Microsoft Excel is the format for the price proposal included in Volume III.
The RFP does not specify the required file format for Volume III Section 1: Cover Page, Section 2:
Small Business Subcontracting Plan, Section 3: Representations and Certifications, and Sections 4A: Price Proposal Narrative. Please clarify if these sections can be in Adobe, or perhaps Word which is consistent with the requirements for Volumes I and II?
Microsoft word shall be used for all files for Volume III that are not Microsft Excel

68 Volume III: Price and Other Proposal Information (Factor 4)
Volume III, Section 1 requires the inclusion of the Acknowledgement of RFP Amendments, Exceptions to the RFP, Signed SF1449, Assumptions. However, the page limitations state that the contractor is limited to providing the SF1449 and only 3 additional pages. Given that the formal Acknowledgement of RFP Amendments alone totals three pages, including all required elements would exceed the limit. How should the contractor address this?
The SF1449s for the acknowldgement of the RFP and Amendment do not count towards the page count. The offer has 3 pages for the cover letter and any assumptions.
