About this opportunity
The Transportation Security Administration is establishing a Qualified Products List (QPL) qualification process for Explosive Trace Detection (ETD) systems under FAR 9.202, with a Certification Data Package (CDP) submission deadline of April 30, 2027. Only Original Equipment Manufacturers may apply, and TSA funding is limited to the first five applicants with approved and accepted Qualification Data Packages (QDPs).
The current ETD QPL contains two systems with over 5,800 units deployed across more than 435 airports. TSA seeks additional systems to foster greater competition. Applicants must submit ETD systems meeting one of three TSA Detection Standards (DS 5.0, 6.2, or 6.3) and demonstrating compliance with the ETD Functional Requirements Document Version 2.0 (June 2025), applicable IT security requirements, and Security Technology Information Exchange (STIX) compatibility standards.
The qualification process comprises eight sequential steps: announcement, requirements release, CDP submission, system testing and certification testing, QDP submission, implementation testing (qualification testing and cooperative vulnerability penetration assessment), initial operational test and evaluation, and QPL placement. Systems already on the current ETD QPL do not require requalification; vendors with previously certified systems may begin at Step 5 (QDP submission).
Applicants must deliver six production-representative systems throughout qualification—three for certification testing and three for qualification testing—and assume responsibility for system maintenance and logistics under TSA bailment agreements. All systems must comply with the Buy American Act and Trade Agreement requirements; only domestic products or eligible products from Mexico and Chile are acceptable. Applicants must obtain Secret-level security clearances, execute TSA Form 2815 (Non-Disclosure Agreement), maintain facility clearances, and obtain DD Form 254 approvals. QPL placement does not guarantee future contract awards. The QPL remains open until closed by TSA and may be used by other Department of Homeland Security components.
