About this opportunity
The Transportation Security Administration (TSA), a component of the Department of Homeland Security, has issued a Special Notice for the Screening Equipment Deployment Services (SEDS) - Checkpoint (CP) procurement opportunity. This notice provides industry stakeholders with advance access to a draft Statement of Work (SOW), supporting attachments, and pricing documentation for comprehensive checkpoint screening equipment deployment services. The TSA anticipates releasing the full Request for Proposal (RFP) during the first or second quarter of fiscal year 2026, though no specific release date has been established. The procurement encompasses end-to-end deployment services for various checkpoint screening technologies including Advanced Imaging Technology, Walk Through Metal Detectors, Advanced Technology X-ray systems, Explosive Trace Detection equipment, Bottled Liquid Scanners, Computed Tomography X-ray systems, Credential Authentication Technology, and Chemical Analysis Devices. Services will span multiple locations including airports, government laboratories, training facilities, and potentially international sites.
The primary purpose of this Special Notice is to gather industry feedback on the draft documentation before formal solicitation release, enabling TSA to refine requirements based on contractor input. Industry participants must submit questions and comments using the provided Excel template via email to designated TSA contacts Lindsay Alexander and Heather Karle by September 5, 2025. The draft materials reveal that contractors will be responsible for comprehensive program management, site surveys, design, site preparation, shipping, rigging, installation, testing, and decommissioning of screening equipment across various TSA initiatives. Key contractor qualifications include a Program Manager with a master's degree, Project Management Professional certification, and extensive transportation security experience. The procurement is structured as an Indefinite Delivery/Indefinite Quantity contract supporting TSA's mission to protect transportation systems while ensuring freedom of movement for people and commerce, with anticipated deployments including AIT installations, federalizations, and technology recapitalization efforts.
