About this file
This document is a Questions and Answers (Q&A) record addressing offeror comments and government responses regarding the SEDS Pricing Sheet Amendment 1, specifically Section 7 on Sample Task Order Pricing for an eight-year IDIQ contract.
The Q&A addresses multiple formula and data entry errors in the pricing template. Key issues include: (1) incorrect summation formulas in column AA ("Total All Years") for rows 5-79 that fail to include all eight IDIQ year columns, affecting the total STO value in row 81; (2) missing 0.5 factors in rows 10-24 for the "Recapitalize 60 ATs" scenario, causing quantities to double across years; (3) blank cells (C23, F23) requiring Site Lead hourly rate references; (4) incorrect 0.1 factors instead of 0.2 factors for distributing 50-unit quantities across five years in the "Concept Drawings" line items; and (5) several potential inconsistencies in rate selection, including references to "Condition Code X" packaging rates when ATs and BLS units are being decommissioned as CC:X, the selection of WTMD EZ installation rates versus de-installation rates, and shipping rate parameters (mileage range and notice period). All identified issues received "Revised" status in the government response, indicating corrections were made to the pricing template.

7. Sample Task Order Pricing
"Total All Years" Column
Column AA, rows 5-79 Example cell formula: sum(P37,M37,J37,G37,D37) The formulas in column AA ("Total All Years") appear incorrect across rows 5-79, and do not sum the correct cells across the 8 IDIQ years. For example, the formula in AA37 does not include cells R37, U37, and Y37, even though there are values in those cells. To ensure accuracy, one formula should be pasted down across all rows AA5-AA79 that sums across all 8 IDIQ years, e.g., in cell AA5: sum(D5, G5, J5, M5, P5, S5, V5, Y5).
This correction should then be applied through row 79, ensuring the total STO value is correct in cell AA81.

7. Sample Task Order Pricing
Scenario 1:
Recapitalize 60 Smiths ATs, multiple rows
Columns D and G, rows 10-24
Example cell formula: B10*C10 Unlike rows 5 through 8, the formulas in rows 10 through 24 are missing a factor of 0.5 to split the described quantities across two years. The formulas for each year multiply the respective FUP by the total quantity of units in column B. The result is that the total quantity of units is being doubled. For example, on row 10, "Decommission ATs", the formula in cell D10 pulls in 60 in Year 1, and cell G10 pulls in 60 in Year 2, for a total of 120 ATs. This is in conflict with the textual description in cell A4, "Recapitalize 60 ATs".

Concept Drawings, 50 6- 10 Lane Projects
Cells M73, P73, S73, V73, and Y73
Example cell formula: (B73*0.1)*L73 The incorrect factor is being used to split the quantity across 5 years. The formulas use a multiple of 0.1, whereas the correct factor for 50 units is 0.2.

Package and Crate ATs
Cells C11 and F11 Example cell formula: '1.A CP Pricing Template Year 1'!AG18 Potential inconsistency: Formulas point to this rate: "Packaging/Crating (includes materials and labor) for all except Condition Code X". However, based on row 10, the ATs are being decommissioned as CC:X. For consistency, should the formula should point to "Packaging/Crating (includes materials and labor) for Condition Code X"?

Infield Moves, Install WTMD
Cell F17 Cell formula: 1.A CP Pricing Template Year 2'!AA183 Potential inconsistency: Cell F16 points to the "De-installation WTMD CEIA 02PN20" rate, but cell F17 points to the "Installation WTMDCEIA 02PN20 EZ" rate. Was it the government's intent to use the rate for the EZ for the installations in Year 2?

Ship from RSF to Airport
Cell C21 and F21 Example cell formula: '1.A CP Pricing Template Year 1'!E119 Potential inconsistency: The formulas point to this rate: "Shipping (if given between 3 business days and 15 business days notice) to include submittal of Government Paperwork, 201-499 miles, Two CT Analogic ConneCT (Full Size)." Is this the intended mileage range and days notice for this scenario?

Recapitalize 1000 BLS Units, Crating/packaging units
Cells L38, O38, R38, U38, and X38
Example cell formula: '1.A CP Pricing Template Year 1'!AG177 Potential inconsistency: The formulas point to this rate: "Packaging/Crating (includes materials and labor) for all except Condition Code X". However, based on row 37, the BLSs are being decommissioned as CC:X. For consistency, should the formula should point to "Packaging/Crating (includes materials and labor) for Condition Code X"?
